Description

The USDA, Agricultural Research Service (ARS), intends to negotiate solely with Campbell Scientific, Inc. of Logan, UT to furnish and deliver, (F.O. B. Destination), a Eddy Covariance CO2 Flux Measurement System and components. This field system must be capable of rapidly measuring small changes in air temperature and humidity, wind speed and direction and CO2 concentration. It must include a highly sensitive open-path CO2/H2O analyzer and a 3-D sonic anemometer. This system must be able to be used to make large-scale diurnal and four season measurements of carbon sequestration in pasture systems. The system package must include the one (1) each of the following components: Micrologger w/ 4M memory; CR23X Low profile base w/o battery; 10" x 12" weatherproof enclosure w/1 conduit; ENC 10/12 single notch mounts for CM6/10 or UT30; 6-foot tripod and grounding kit; 64W regulated solar panel w/mounts; 3-D sonic anemometer; CSAT3/KH20 mounting kit; LI-COR LI7500 open-path CO2/H2O analyzer; SDM cable for CS7500 (25 feet); Power cable for CS7500 (25 feet); Tower crossarm sensor mount (2 feet); UTO18 Wind sentry/ IRGA bracket; HRD Crossover ? x ? in nurail #10; Connector cable for fine wire TCS; CSAT3 TC cover, Vaisala temperature/RH probe; RM Young's 12 plate gill solar radiation shield for HMP45C; 10 foot tripod and grounding kit; CM10 tripod guy wire kit; windows datalogger software. Two (2) each of the following components: ASY PCS battery terminal bus; two each fine wire carrying case (holds four FWS). Eight (8) each, Type E fine wire TC 0.0005" dia (requries FW/ENC). Nine (9) feet, WIR CA 24AWG 3TWST PR Santoprene jacket. Thirty-five (35) feet, WIR T/C E 24 AWG TWSH Omega FF-E-24-TWSH. The system and software must meet the Section 508 Accessibility Compliance Requirements 1194.21, 1194.23, 1194.25, and 1194.26. All Electronic and Information Technology (EIT) procured through this contract must meet the applicable accessibility standards at 36 CFR 1194. The system include a one-year standard commercial equipment warranty and a standard commercial software warranty. Delivery shall be F.O.B. Destination within eight (8) weeks to: USDA, ARS, Pasture System and Watershed Management Research Unit, Bldg. 3702 Curtin Road, University Park, PA 16802. Companies with the demonstrated capability and financial capacity to provide and service such equipment must submit a written substantive statement outlining the Company's and systems' capabilities, available service agreements and consumables (including price lists) to the Contracting Officer within 10 days of publication of this notice.
