- Lackland Digital Photo Contract Questions 4 September, 2001 The following questions were asked for Solicitation FU304712141200 posted 28 August 2001. 1. Question 7-Solicitation states that the Government will provide space for the photography. Will the Government provide a secure area for equipment storage? Answer: A cabinet will be made available for equipment storage. Where is the cabinet located? Answer: A cabinet will be provided contractor must provide their own padlock. The cabinet will be in the area where photos are being taken. 2. In Contractor Furnished Materials, it states that the Contractor will provide digital equipment to do a quality job, what are the standards for quality work? Please provide us a standard of expectation that the Government has established. Answer: the Public Affairs Hometown News Coordinator will make all determinations on photographs rejected, and no more than 3 percent rejection rate per day will be termed acceptable. If a rejection rate of more than 3 percent per day continues for a period of 30 days, the contract may be terminated. The contractor will not receive payment for any photo deemed rejected by the Hometown News Coordinator. (i.e. individuals eyes are closed/abnormal facial expressions, out of focus, poor lighting, or lines across the photo etc.) Contractor shall return CD ROM (CD containing photos shot) within time allotted. 3. Question. In the synopsis it refers to an example C-6 of the correct presentation. It is not part of this document. Is there a Web site that we can access this example or can you provide? The paper copy is poor. Answer: The example photo may be downloaded on www.eps.gov on modification 2, Attachment Exhibit A Photo. This is photo was not part of this document. This is the only photo I have. 4. Question: How many photographers did the incumbent use for any given shoot? Answer: One photographer 5. Question: On question #12, it states that Rohmann Services, Inc. charged a unit price of .94 (cents) per set. The set being a picture and a negative? Did they shoot one set per person? Answer: Normally, the photographer shoots only one photo per person, unless they noticed the subject?s eyes were closed, then maybe two photos. 6. Question:If the servicemen/women want to order additional photos for their family are they allowed to order from us? Were there any regulations regarding this? Did the incumbent do this? Answer: This contract is for only one image?not for sale of other prints. The images become government property. Previous contracts were not allowed to sell other copies of the photos. There is an AAFES contractor on base who sells photos. 7. Question: I would like to confirm, is the deadline for submission this Friday? Answer: Yes, all quotes are due Friday September 07, 2001.
