Description

Solicitation number (in subject line of your e-mail), name of the requestor, organization name, address, telephone and fax number, and your e-mail address. Use your e-mail read notification feature to confirm the contract specialist's receipt of your registration. The Government is not responsible for any undelivered e-mail transmissions. It is the requestor's responsibility to periodically check the IHDIV Contracts Division web-site for the current status of solicitation and amendments. Once the solicitation has been issued on the Internet, the contract specialist will send an e-mail message to the registered requestors informing them that the solicitation is available for downloading off the Internet. Copies of issued solicitations can only be obtained by downloading them from the IHDIV Contracts Division web-site at http://www.ih.navy.mil/contracts (copies of solicitations will not be e-mailed, faxed, mailed, or provided in person -- these type of requests WILL NOT BE ACKNOWLEDGED.) The Naval Surface Warfare Center, Indian Head Division has a requirement for the development, integration, documentation, and testing of tags, fixed, handheld, and portable readers, wireless LAN, and preprocessors including the appropriate interfacing software for the Advanced Technology Ordnance Surveillance (ATOS) System which consists of Radio Frequency Identification (RFID) "tags." The Naval Surface Warfare Center, Indian Head Division is seeking commercial off-the-shelf (COTS) technology and products that can be developed and integrated into the ATOS system to meet the system mission safety and performance requirements. The contractor will be required to develop his concept into a prototype design, test, and deliver final products. The tag is intended to be low-cost, disposable, and maintenance-free with a service life of at least five (5) years. It will monitor environmental conditions by transmitting sensor data at user-defined intervals. The tag stores data when not in communication with a reader. The tag will include temperature, humidity, and shock sensors and will allow for one (1) additional environmental sensor such as vibration. The readers will communicate with the tags and the preprocessor database. The readers will send data to the preprocessor database via a Local Area Network (LAN). The pre-processor database aggregates and sends tag's assets to service Automated Information Systems (AIS) and environmental data to an Environmental Database (EDB) at Indian Head, Maryland or other central site. The environmental data will be sent to the EDB by way for secure Internet connection and will be available to any authorized Department of Defense Ammunition Quality Assurance/Quality Evaluation (QA/QE) organization. This requirement is being conducted under full and open competition. The North American Industry Classification for this requirement is 334290. Award is to be based on best value to the Government. The contract type will be cost-plus-award-fee, and the contract will include fixed price option provisions for additional hardware and production.
