- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice, and FAR Part 13, Simplified Acquisition Procedures. A written solicitation will not be issued. This announcement is the solicitation, and quotations are being requested. The solicitation is issued as a request for quote (RFQ). The RFQ number is DTCG80-01-X-3FAT58. The RFQ incorporates provisions and clauses that are in effect through Federal Acquisition Circular 97-27. This is an unrestricted procurement. The associated North American Industry Classification System (NAICS) Code is 335312, and the size standard is 1000 employees. Requirement is for two (2) each Generator Sets for the U.S. Coast Guard Cutter EAGLE. The following requirements shall be met: GENERATOR: Minimum Power Rating of 320KW; 220-240 Volts, 60 Hz; three phase. ENGINE: 6 cylinder diesel powered; GENERATOR SET: Dimension Limitations: 110 inches long, 39 ? inches wide, 52 ? inches high. Generator Sets must be skid mounted and rated for marine application. 4 sets of technical manuals shall be delivered with the units. Factory authorized and certified technician shall perform a shipcheck in New London, CT within one week after purchase order award date and provide installation drawings within three weeks after purchase order award date. Delivery will be FOB destination to Coast Guard Yard, Baltimore Maryland within 8 weeks after purchase order award date. Acceptance of the units will be at destination. The contractor shall extend to the government the full coverage of commercial sale warranty provided such warranty is available at no additional cost to the government. This will be a Firm-Fixed Price purchase order. Quotes shall address all requirements in this combined synopsis/solicitation, and shall provide clear evidence of understanding and the ability and willingness to comply with the Government's requirement. Failure to address a specification/requirement will be construed by the Government as inability to meet the need, or the offeror's taking exception to it. The Government anticipates awarding one purchase order resulting from this combined synopsis/solicitation to the responsible offeror whose offer conforming to this synopsis/solicitation will offer the best value to the Government, price and other factors considered. Quotations will be evaluated in accordance with Federal Acquisition Regulation (FAR)Subpart 13.106-2-Evaluation of quotations or offers. Award will be made based on vendors' (A) Technical Capability of the item offered to meet the Government requirements; (B) Past Performance, and (C) Price. The Government reserves the right to award a purchase order without discussions. All interested, responsible, small business firms should submit their quotation no later than September 14, 2001, 12:00 p.m. EDT, to U.S. Coast Guard, MLCLANT (vpl-4), 300 E.
