- Solicitation SP0600-02-R-0127 for COCO Storage Services in the Selma, Greensboro, and Beaufort, North Carolina area. Defense Fuel Support Point services are required for the period beginning May 2, 2002 (performance period will be five years with three five year options to renew. 1. AREAS OF CONSIDERATION: Terminals located in State of North Carolina including the Selma, Greensboro and Beaufort areas. 2. TANKAGE REQUIRED: Minimum storage capacities are based on area activity requirements and Economic Resupply Quantities (ERQ). a. TURBINE FUEL AVIATION GRADE JP5: (1) Pipeline Terminal: A minimum capacity of 95,000 usable barrels in at least two tanks, one no larger than 80,000 usable barrels and one no smaller than 20,000 usable barrels. This is based on an ERQ of 75,000 barrels; safety level of 20,000 barrels, unobtainables would add to this total. (2) Tanker Terminal: A minimum capacity of 275,000 usable barrels in at least two tanks, one no larger than 270,000 barrels and one no smaller than 40,000 barrels. This is based on an ERQ of 235,000 barrels; safety level of 40,000 barrels, unobtainables would add to this total. b. TURBINE FUEL AVIATION GRADE JP8: (1) Pipeline Terminal: A minimum capacity of 175,000 usable barrels in at least two tanks, one no larger than 150,000 usable barrels and one no smaller than 30,000 usable barrels. This is based on an ERQ of 125,000 barrels; safety level of 50,000 barrels, unobtainables would add to this total. (2)Tanker Terminal: A minimum capacity of 275,000 usable barrels in at least two tanks, one no larger than 270,000 usable barrels and one no smaller than 40,000 usable barrels. This is based on an ERQ of 235,000 barrels; safety level of 40,000 barrels, unobtainables would add to this total. Note: Clause L116.01, data required to be submitted. 3. ESTIMATED THROUGHPUT: 3,600,000 barrels for each 12-month contract period. Throughput is computed as follows: Receipts plus shipments divided by two. 4. GRADE OF PRODUCT: Turbine fuel aviation, grades JP5 and JP8. 5. RECEIVING CAPABILITY: a. The contractor must designate in their proposal the applicable mode of receipt for their terminal. Both pipeline and ocean tanker terminals must be capable of receiving product on a 24-hour per day, 7-day per week basis. The contractor must be capable of receiving product at commercial rates applicable to their receipt mode and in the Economic Resupply Quantity (ERQ) volumes for each product. For pipeline terminals the ERQ for JP-5 is 75,000 barrels and JP-8 is 125,000 barrels. The ERQ for both products via tankers is 235,000 barrels. b. The Contractor?s facility must be capable of receiving by tank truck which occasionally may be scheduled for return product during normal work hours, 7:00 a.m. to 4:00 p.m., five days per week, Saturdays, Sundays and holidays excepted as stipulated in the wage determination and in excess of those hours on an overtime basis. c. The Contractor must have the capability to receive and ship each government-owned product simultaneously. 6. SHIPPING CAPABILITY: a. The Contractor?s facility must be capable of shipping product via Government-furnished tank trucks and Government-furnished railcars via CSX Transportation or Norfolk Southern Rail Road Systems on a regular work schedule (0700 to 1600 hours, Monday through Friday; Saturdays, Sundays, and federal holidays excepted) and in excess of those hours on an overtime basis (Clause G148.05). b. The Contractor must have the capability of receiving and shipping each government-owned product simultaneously. 7. CLAUSE B34.01, ANCILLARY FACILITIES: =20 a. STORAGE TANKS AND FACILITIES: All tanks and facilities must meet the minimum requirements of the current API standards, the NFPA codes, and all laws, regulations, etc., applicable to tanks and facilities of the type to be provided. Cone-roof tanks with interior floating pans are preferred however, cone-roof tanks without interior floating pans are acceptable. The tanks shall be interconnected so as to provide the capability of re-circulating of product between tanks. The tanks and facilities will consist of a dedicated system capable of receiving, storing, and shipping each grade of Government-owned fuel (JP5, JP8). An isolated system in place of the preferred dedicated system is acceptable provided the requirements of Clause L116.0 (d) are met. b. TRANSPORT TRUCK LOADING FACILITIES: The transport truck loading facilities must be capable of spotting and loading transport trucks at a minimum rate of six trucks per hour. The truck loading facilities shall be of the type capable of providing truck loading that is in compliance with Federal, state, and local environmental laws/regulations based on the type of product being loaded. As a minimum, the transport truck loading facilities shall be equipped with product measurement equipment at least equal to the product measurement equipment normally provided to commercial customers. The loading of Government-furnished transport trucks shall not be in competition with the Contractor's other terminal operations. c. RAILCAR LOADING FACILITIES: The railcar loading facility must be capable of spotting and loading 27 railcars at a minimum rate of 27 per day, 6 days per week. The railcar loading facility shall be of the type capable of providing railcar loading that is in compliance with federal, state, and local environmental laws/regulations based on the type of product being loading. As a minimum, the transport railcar loading facilities shall be equipped with product measurement equipment at least equal to the product measurement normally provided to commercial customers. The loading of Government-furnished railcars shall not be in competition with the Contractor?s other terminal operations. d. DOCK AND BERTHING FACILITIES: The contractors dock or pier facilities should be capable of receiving and berthing tankers/barges not to exceed 35,000 dead weight tons (DWT) vessels and a draft of 38 feet at mean low water. A minimum water depth of 38 feet at mean low water is preferred to be maintained in all passages and channels from the ocean to the dock or pier. The contractor shall provide fuel handling lines from the dock or pier through the manifold to the tanks at a receiving rate not less than 8,000 barrels per hour for tankers and 2,000 barrels per hour for barges. e. LOADING AND SHIPPING: The Contractor shall inspect conveyances prior to loading to determine quality/quantity suitability to load as follows: All compartments have been prepared in accordance with Table IV, Conversion Chart for Tank Cars, Tank Trucks, and Intermodal Containers (see attachment). Inspect the interior of each tank to assure both cleanliness and dryness. Provide for investigating discrepancies in either recorded quality or quantity. Seal conveyance and record seal numbers on the DD Form 250. f. OFFICE SPACE: The Contractor shall provide, as a minimum, 110 square feet of lockable office space and furniture which includes a desk, a computer/printer table, a swivel chair with arms, 3-shelf bookcase, 3-drawer letter size locking file cabinet, TI (Texas Instruments) 5130 10-digit desk top calculator or equivalent, and 2 straight-back chairs. Contractor will provide janitorial services for the QSR office space of the same quantity and type that is provided for his own office area at the terminal. g. FACSIMILE LINE: The Contractor shall obtain and provide a commercial telephone on a dedicated line for use with the facsimile machine. The telephone service shall consist of the following: (1) Telephone voice grade line terminated in RJ11C telephone jack, (2) Telephone for the facsimile machine shall not be utilized for any other purpose, (3) The Government will reimburse the Contractor for direct out-of-pocket cost costs associated with the telephone services upon receipt of a QSR certified invoice itemizing the long distance charges. (4) No fee or administrative charges will be allowed to be added to the bill. h. FACSIMILE MACHINE: The Contractor shall obtain and provide a Facsimile Machine, Brother Intelli Facsimile Model 1570MC or equal. The Facsimile Machine shall be placed on a suitable table beside the telephone. The Facsimile Machine and telephone shall be for exclusive use of the Government Representative to transmit and receive data between Defense Energy Support Center/Department of Defense activities and the Contractor?s terminal. i. TELEPHONE LINE: The Contractor shall furnish a telephone and phone recorder with remote access device installed on a dedicated line for use by the QSR. The installation charge and monthly telephone bill will be reimbursed to the Contractor upon presentation of supporting documentation and an invoice certified by the QSR. No fee or administrative charge will be added to the telephone bill. j. FUEL AUTOMATED SYSTEM (FAS) ADP EQUIPMENT: 1. The Contractor shall provide a computer system with the following minimum specifications: 733 Hz processor, 128 MB RAM, 10 GB HDD, V710 Monitor, 56K Modem,=20 Windows 2000 Operating System. 2. The Contractor shall input inventory data of Government-owned product directly into the Government?s Fuel Automated System (FAS) utilizing the Government-furnished computer software. DESC will install the necessary software and provide training to minimum of two contractor personnel. Reference Clause I119.04 for additional information regarding the Government?s inventory data requirement. j. FILTRATION: Contractor-furnished filter separator meeting the requirements of API Bulletin 1581, Group II, Class B, for each grade of product. Contractor will be responsible for providing new filters, changing filters, draining filter vessels, and all disposals related thereto at his expense. Also, a system capable of separating fuel/water from storage tanks is required. This system will have the capability to return separated product back to the tank. Note: A filtration capability is required for each grade of product. k. GENERAL: In the absence of any contract provisions or reference to a method, specification or other instruction, the Contractor shall perform all services hereunder in accordance with the best commercial practices. =20
