- NOTICE OF INTENT TO SOLE SOURCE -- The National Institute for Occupational Safety and Health (NIOSH), Field Studies Branch (FSB) currently has 20 dry rolling seal spirometers that are used for spirometry testing on a variety of FSB projects, health hazard evaluations, research studies, etc. The NIOSH spirometers are highly modified for research purposes and are state-of-the-art systems which are not available from commercial vendors. The spirometer system includes a NIOSH engineered digital spirometer interface and a NIOSH/private industry created software package necessary to acquire and store data from the system. This software, originally written by NIOSH engineers in collaboration with various manufacturers in the spirometry industry, was written in the DOS operating system platform and has never been converted to a Windows based system. This DOS based platform has become increasingly difficult for NIOSH staff to maintain but continues to be used because of it's excellence for research applications. Occupational Marketing Inc. (OMI), Houston, TX has recently developed a state-of-the-art Windows based version of software that maintains all of the research functionality of the old DOS system currently being used by NIOSH. Because OMI is the only vendor known to have the required spirometry software, the government intends to award on a sole source basis for purchase of a master software license including future updates for unlimited use. This license would be granted for a period of ninety years from purchase date and includes software development for use with the existing NIOSH digital spirometer interface. If there are other organizations who believe they can provide a product equal to that stated above, they may respond within 7 days after publication of this notice.
