Description
17. This notice is a combined synopsis/solicitation to procure commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This procurement is being issued as a request for quotation. Submit offers on RFQ #1031. The solicitation documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-27. This acquisition will be processed under Simplified Acquisition Procedures (SAP) and is not a Small Business Set-Aside. The North American Industry Classification System (NAICS) code for this procurement is 541380 and the size standard is 5M. SCHEDULE: The National Institute of Allergy and Infectious Diseases/Laboratory of Viral Diseases has a requirement for assay blood sample testing from monkeys. The contractor shall perform FACS analysis for quantitations of numbers of CD3/CD4/CD8 cells in samples of fresh whole cells for ongoing preclinical vaccine trials. The study will be initiated in September and continue for more than one year. Results will be sent via e-mail within 2 days of acquisitions to the Laboratory of Viral Diseases, NIH. Plasma samples will be frozen and held at 80C at the contractors location for 2 months after the challenge of the animals. At that time and at monthly intervals thereafter, samples will be thawed and be prepared for NASBA assay to determine the exact SIV RNA copy number. Surplus samples that are not used at the contractors site will be shipped to NIH for continued storage. The contractor shall maintain records of all materials received including the date and disposition of samples. The contractor shall maintain spreadsheets with results of assays performed, monkey's number and date of sample collection. Records are to be electronically sent to the LVD within 2 days of acquisition. The contractor shall provide a bi-monthly cost accounting report showing a breakdown of costs of each assay performed. FOB point shall be destination, Bethesda, Maryland. Delivery location is NIAID/LVD 9000 Rockville Pike, Bethesda, Maryland 20892. FAR provisions and clauses apply to this acquisition: 52.212-1 Instructions to Offerors Commercial Items; FAR 52.212-2, Evaluation-Commercial Items; FAR 52.212.3, Offer Representations and Certifications- Commercial Items; FAR 52-212-4 Contract Terms and Conditions Commercial Items; FAR 52-212.5 Contract Terms and Conditions Required to Implement Statues or Executive Orders Commercial Items. FAR 52.225, Buy American Act also applies to this acquisition. Offerors must include with their offer a completed copy of the provisions at FAR 52.212-3, Offerors Representations and Certifications-Commercial Items. The Government intends to make a "best Value buy" to the responsible offeror whose offer is most advantageous to the government. The evaluation criteria will include 1) the technical capability of the item offered to meet the government's needs, 2) price, 3) delivery time.
