- Description
- (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposa ls/bids are being requested and a written solicitation will not be issued. This acquisition is issued as a Request for Proposal (RFP). (ii) The solicitation number is DAAD17-01-0046. (iii) The solicitation document and incorporated provisions and claus es are those in effect through Federal Acquisition Circular (FAC) 97-27. (iv) The associated North America Industry Classification System (NAICS) Code is 334512 and the Business Size Standard is 500. (v) The following is a list of contract line item numb ers and items, quantities and units of measure: CLIN NO. DESCRIPTION QUANTITY UNIT 0001 Abrasive Watjet Cutting System 1 EACH Model I-6012 (vi) Description of requirements: The above item is being solicited on a brand name or equal basis. The manufacturer of the above system is Flow International Corporation, 248 Yoder Road, Harleysville, PA 19438. The following are the salient characteris tics: Cantilever design with minimum net cutting area of 6 feet in Y axis and 12 feet in X axis; Speed range to be .1 IPM to 500 IPM; Base and bridge linear positional accuracy: +/- .005 inches, linear repeatability: +/- .003 over complete travel of the axis; Gantry carriage shall be able to clear the complete work envelope for ma terial loading/unloading; Minimum of 8 inches Z-axis travel; Minimum 500 LB abrasive bulk transfer; Abrasive cutting head must have only two consumable components, the orifice and the mixing tube (Offeror must quote optional pricing for Tilt Head, +/- 45 d egrees in the X-axis direction and also must quote optional pricing for conversion kit for pure waterjet applications); Integrated 50 HP, 460V, 3 Phase electronically shifted intensifier pump with TEFC rated motor capable of running 60,000 PSI with a 1 GP M output; 60,000 continuous operating pressure; 50 HP shall be of a single attenuator design; Windows 98 Based PC Controller, equipped with CD-ROM, 3.5 inches floppy drive, 32 Mb RAM, 17 inches color monitor, internal modem, keyboard and mouse; Software mu st have the following capabilities: 1. Automatically set the speed, acceleration, and piercing parameters based on the material type, material thickness, edge quality, and jet parameters selected for any part geometry 2. Array nesting 3. Plate ali gnment 4. Import capability for .dxf, iges, .hpl and Cadkey file formats 5. Ability to specify edge quality as a percentage of maximum cut speed 6. Ability to pierce with stationary mode, On the Fly, and All Holes First 7. Automatic tool path ordering wher e lead in/out are automatically inserted into a geometry 8. Ability to stop in the middle of a cut, and resume cutting anywhere along the part path (Offeror must quote prices for the following optional software features: Geometric Nesting; G-Code conve rsion and Raster to Vector conversion); Worktable height shall be 35inches; Water level control to allow for underwater cutting; Material support structure to have 200 LBS per sq ft load rating; No high pressure swivels shall be used in the high pressure p lumbing system; Catcher shall be separate from the XY motion system; Turnkey installation at Aberdeen Proving Ground, MD, compliance demonstration and factory training for two government personnel in the safe operation and maintenance of the equipment is required prior to final acceptance by the government; Offerorer must quote the following process consumables: 1. Pump consumables, consisting of high and low pressure seats, filt ers, and check valve repair kits, (quantity 1 kit), and 2. Cutting head consumables: Orifice assembly(10 each) and mixing tubes (10 each); Three complete sets of printed documentation/operation and maintenance manuals required. The above characteristics a re intended to be descriptive, but not restrictive. Unless clearly marked that the vendor is quoting on an equal the offered item shall be considered as the brand name product referenced in this announcement. If the vendor proposes to furnish an equal pr oduct, the brand name of the product to be furnished shall be inserted on the proposal. (vii) Delivery, installation and compliance testing is desired to be completed 90 days after contract award. Offeror may propose an alternate delivery schedule. Deliv ery shall be made to US Army Research Laboratory, ATTN: Shipping and Receiving, Bldg. 434, Aberdeen Proving Ground, MD 21005-5001. Acceptance shall be performed on-site at US Army Research Laboratory, APG, MD 21005-5001. The FOB point is Destination. ( viii) The provision at FAR 52.212-1, Instructions to Offerors -- Commercial Items applies to this solicitation. The following agenda have been attached to this provision: None. (ix) The provision at FAR 52.212-2, Evaluation -- Commercial Items is applicabl e to this solicitation. The specific evaluation criteria to be included in paragraph (a) of that provision are as follows: Technical, past performance and price. Technical and past performance are of equal importance and when combined are significantly m ore important than price. The technical evaluation will be a determination as to equality of the product and shall be based on information furnished by the vendor. The government is not responsible for locating or securing any information, which is not i dentified in the proposal. To ensure sufficient information is available, vendors must furnish as part of their proposal all descriptive material (such as cuts, illustrations, drawings, or other information) necessary for the government to determine wheth er the product meets the salient characteristics of the requirement. If the vendor proposes to modify a product so as to make it conform to the requirement of this solicitation the vendor shall include a clear description of such proposed modifications an d clearly mark any descriptive materials to show modifications. Past performance will be evaluated based on information provided by the offeror from actual sales of the proposed products to industry or government agencies. Past performance will conside r the ability of the equipment to meet technical specifications as advertised by the offeror, past record in meeting delivery schedules and service/maintenance reputation. Offerors must include records of three recent sales and identify a point of contact for each by providing a name and telephone number. The government will award a contract to the offeror whose offer conforms to this solicitation and will be most advantageous to the government, price and other factors considered. The government reserves the right to make an award without discussions. (x) Offerors shall include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications -- Commercial Items, and DFARS 252.212-7000, Offeror Representations and Certifications -- with its offer. (xi) The clause at FAR 52.212-4, Contract Terms and Conditions -- Commercial Items, applies to this acquisition. The following agenda have been attached to the clause: None.
