- THIS IS A RE-ISSUANCE OF A SYNOPSIS POSTED ON 08/24/2001. A PORTION OF THE REQUIREMENT WAS INADVERTENTLY OMITTED FROM THE ORIGINAL SYNOPSIS. NASA/GSFC plans to issue a Request for Quotation (RFQ) for the manufacture and testing of three (3) propellent filters AND three (3) miniature fill and drain valves to be used on the propulsion subsystem of the Space Technology 5 (ST5) spacecraft. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/GSFC intends to purchase the items on a sole source basis from Vacco/CB Technical Sales, Smyrna, GA, under the authority of FAR 6.302-1, 10 U.S.C. 2304(c)(1), Only One Responsible Source. The ST5 mission is a technology validation mission to test spacecraft components that are expressively designed for nanosatellites. As a nanosatellite, the ST5 spacecraft can comfortably fit inside a small moving box. Despite its small size, the ST5 spacecraft is designed to provide full capabilities to conduct research quality science missions. Thus, the components making up the subsystems must be very specialized miniature components that must meet the limited mass and volume constraints of the ST5 nanosatellites. The propellent filters and fill & drain valves from Vacco/CB Technical Sales are components that are specialized for nanosatellite application. Their miniature size and light weight make then uniquely suited for the ST5 spacecraft. Currently, there are no other units that can match this size and weight with a space flight heritage. These units are only available from Vacco/CB Technical Sales. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications with respect to being able to provide such filters and fill & drain valves to perform the effort in writing to the identified point of contact on or before 4:30 p.m. local time on Tuesday, September 18, 2001. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government. Oral communications ARE NOT acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
