Description

This is a Combined synopsis/solicitation for commercial items prepared in accordance with the information in FAR Subpart 12.6 as supplemented with the additional information included in this notice. This announcement constitutes the only solicitation; a written solicitation will not be issued. The RFQ number is N49399-01-T-0118 using Simplified Acquisition Procedures for commercial items. This solicitation document incorporates provisions and clauses in effect through FAR and DFARS. It is the contractor s responsibility to be familiar with the applicable clauses and provisions. The clauses may be accessed in full text at these addresses: www.arnet.gov and www.acq.osd.mil. This is an unrestricted competitive action. The Naval Submarine Base New London requests responses from qualified sources capable of providing the following: Item 0001 Rental of two Manlifts including Preventa tive and Corrective Maintenance Through out the lease term of the delivered Manlifts. U.S. Navy safety officials upon delivery and periodically to determine unit operational worthiness shall review each unit. Each manlift shall be delivered with the following minimum specifications: A. Be diesel powered B. Have an articulating boom with zero degree tail swing C. Have audible travel warning signal only D. Have foam-filled tires with no cuts longer than 1 inch extending to foam E. Minimum platform capacity of 500 pounds, weight tested to 150 percent F. Minimum turntable rotation of 60 feet G. Maximum stowed height of 8 feet H. Minimum grade ability of 20 degrees I. Maximum travel speed of 3 mph J. Minimum turning radius 8 feet (inside) 14 feet (OUTSIDE) K. Minimum ground clearance 1 foot L. Have a working height between 45-foot minimum and 66- foot maximum M. Have installed lifting pad eyes N. Have no more than1,000 actual operating hours O. Be accompanied by documentation confirming all testing (both static and dynamic) and certification including but not limited to : i. Load capacity placard on basket ii. Static, drift & boom tests at 150% of rated capacity iii. Emergency power test at 100% of rated capacity iv. Five degree multi-axis slope sensor and warning light test with zero test weight load v. Travel test with zero test weight load The functional equipment is required F.O.B. Destination by 01 October 2001. Inspection and Acceptance will be at Destination. Place of Delivery is Shippingport ARDM, Pier 15 North, Naval Submarine Base NLON, Groton, CT. 06349. Qu otation shall include as a minimum: Unit Price FOB Destination, a point of contact name and phone number, payment terms, and all provision information called for in 52.212-3. The following FAR provisions and clauses are applicable to this procurement: 52.212-1, Instructions to Offerors Commercial Items. 52.212-3 Offeror Representations and Certifications-commercial Items, 52.212-4 Contract Terms and Conditions-Commercial Items. 52.212.5 Contract Terms and Conditions Required to Implement Statues or Executive Orders-Commercial Items (Clauses checked under 52.212-5 are 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.232-33). All clauses shall be incorporated by reference in the resultant order. Additional contract terms and conditions applicable to this procurement are DFAR 252.212-7001 Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items (no clauses checked); 252.204-7001 Commercial and Government Entity (CAGE) Code; 252.204-7004 Required Central Contractor Registration.
