Description
The National Heart, Lung, and Blood Institute for the National Institute on Drug Abuse (NIDA), intends to negotiate on a noncompetitive basis with Management Assistance Corporation (MAC), 11821 Parklawn Drive, Suite 100, Rockville, MD 20852, to provide technical support on editorial assistance, develop authors' queries, format manuscripts, obtain final author's approvals, and typeset papers fron the Health Disparities Workshop held on April 26-27, 2001 for publication in a supplement to the Public Health Reports. BACKGROUND: Over the past years, NIDA has attempted to better understand and address drug abuse and addiction among and across racial and ethnic minority populations. The Health Disparities Workshop was an outgrowth of NIDA's health disparities initiative. Health Disparities research is defined as research that addresses differential incidence and prevalence rates of drug use and its adverse behavioral, social, and health consequences among and across racial and ethnic minority populations. The overall goal of the workshop was to critically examine the current knowledge about drug use, HIV/AIDS and associated social, medical and health consequences within and across racial and ethnic minority populations. The objectives were to: 1) assess the current knowledge and research gaps related to the acquisition and transmission of HIV/AIDS, HBV, HCV, TB and other infectious diseases within and across racial and ethnic drug-using populations; 2) assess current knowledge of drug use and related social, medical and health consequences within and across racial and ethnic populations; 3) identify and assess risk and protective factors and their influences on disparate drug use patterns and related health disparities within and across racial and ethnic populations; and 4) delineate a research agenda to address research gaps pertaining to drug related health disparities across racial and ethnic groups in epidemiology, etiology, prevention, treatment and service research. MAC had conducted extensive research in health disparities among minorities, drug abuse among ethnic minorities and HIV/AIDS in racial and ethnic minority communities and had performed services in preparing a supplement to Public Health Reports in June 1998 entitled, "HIV Prevention with Drug-Using Populations: Current Status and Future Prospects." The manuscripts will be published in a supplement to Public Health Reports in 2002. MAC performed logistics services at the Health Disparities workshop on April 26-27, 2001. The documents from this workshop are the basis for the articles to be included in the supplement to Public Health Reports and they were based on logistical support, contacts with the authors prior to and during the workshop and also with closed work with the NIDA's Special Populations Office in organizing and sponsoring the national conference on Health Disparities. General requirements: Independently, and not as an agent of the Government, the Contractor shall furnish all necessary services, qualified personnel, material, equipment, and facilities not otherwise provided by the Government as needed to perform the following specific requirements: 1) Within 1 week after contract award, the Contractor shall meet with the Project Officer or her designee(s) to review the requirements for the contract and clarify the deliverables schedule. 2) Within 2 weeks after contract award, the Contractor shall obtain publication requirements from Public Health Reports to ensure that the manuscripts conform to the journal's guidelines. 3) The Contractor shall compile all manuscripts as they are received from the Project Officer to ensure that all manuscripts are accounted for. 4) The Contractor shall edit up to 17 manuscripts from the workshop entitled "Differential Drug Use, HIV/AIDS and Related Health Outcomes Among Racial and Ethnic Populations" within two weeks after receipt of each manuscript from the Project Officer. Manuscripts shall be content edited for scientific and technical accuracy, writing style, clarity of expression, and verification of all references cited. 5) The Contractor shall develop author queries for each manuscript and after consultation with the Project Officer, contact authors to address queries, revise manuscripts per authors' queries, if necessary re-write sections of manuscripts to ensure consistency with publication requirements, typeset manuscripts and send a copy to authors for final approval. 6) The Contractor shall obtain guidelines from Public Health Reports about the cover of the supplement (e.g., color, artwork), guest editors, and any standard information that is required on the inside covers. 7) The Contractor, in coordination with the Project Officer, shall prepare table of contents, arrange the ordering of the document and paginate for development of final copy. 8) Upon Project Officer's approval, the Contractor shall provide final version of each manuscript for advance approval from the editors of Public Health Reports prior to publication by the Government Printing Office. 9) The Contractor shall prepare a distribution list to supplement the publisher's mailing list. The distribution list shall be sent to the Project Officer for review and concurrence within three months after the award of this contract. 10) The Contractor shall provide final revisions to the manuscripts following the receipt of comments from Public Health Reports editor, and notification of acceptance for publication and submit a final camera-ready copy to the Project Officer for approval. =20 PERIOD OF PERFORMANCE: The period of performance is from September 20, 2001 through April 30, 2002. This acquisition is being conducted under simplified acquisition procedures and is exempt from the requirements of FAR Part 6. The North America Industry Classification System (NAICS) number is 561410, Size Standard $0.5 Million. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this requirement. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct future competitive procurement.
