- Description
- The United States Government ('USG') is seeking expressions of interest from qualified site owners and/or developers for the construction and lease to the USG of a house to be used as the U.S. Ambassador's residence in Tallinn, Estonia. The house will be between 532 and 585 gross square meters and between 350and 385 net square meters, should be situated on a lot of approximately 2 to 3 acres and should be located in a desirable residential neighborhood. The residence shall consist of living spaces, dining spaces, entertaining areas, a master bedroom, a small personal office, guest bedrooms, a kitchen designed to prepare food for large gatherings, appropriate landscaping, site amenities, open space, parking for guests, etc. The house must be completed and ready for occupancy by March 1, 2003, or earlier. The USG shall retain the right to inspect the house while construction takes place. The lease shall provide that the USG will pay the landlord an annual rent during the term of the lease. The term of the lease shall be for 9 years and 11 months, and shall be renewable for additional terms to be negotiated. The build-lease agreement will be negotiated and executed with the successful offeror and shall contain preliminary floor plans, site plans, specifications and elevations. The construction plans will then be agreed upon, completed and become part of the lease. Please note that when comparing bids the USG will take into account the time value of money and the risk that a developer will not complete the project. Aside from the rent to be paid as set forth in the lease, the USG shall provide no funding for the design or construction of the residence. The developer will provide all monies necessary for the development and long-term ownership of the property. The lease will also have an option for the USG to purchase the property at an agreed price. If you are interested in providing the build-lease residence described herein, please submit to the United States Embassy, Kentmanni 20, 19055 Tallinn, Estonia, attn: Bill Slaven, a letter expressing your interest, requesting a bid package and including the required information outlined below. All expressions of interest must be received by 5 p.m., Tallinn time, on September 21, 2001. Upon-receipt, the USG shall review each expression of interest that meets the criteria set forth herein and provide those qualified with a bid package. The lease shall be awarded to the respondent whose submission to the bid package is the most advantageous to the USG, after consideration of price, location and all other relevant factors. In order to be considered, expressions of interest must include a description in detail of the following criteria:(1) Please indicate upon what tract of land, or in what neighborhood, you would propose to locate the residence. At the time that bids are submitted, potential lessors must control (i.e., own, long-term lease or have an option to purchase) the land that is to be used for the residence. The land must be approved for the uses described above. If you have the information available, please indicate the size, location and general description (including a plot plan) of the land designated for the residence and demonstrate your control of the site (i.e., deed, long-term lease or option to purchase). (2) Please demonstrate that the principal firm undertaking the development has successfully completed projects of similar size and scope involving residential property. You should detail projects previously completed and describe the technical and managerial qualifications of the firm and its principal staff to be assigned to the project. Photos and brochures are helpful. The demonstration of development experience in Estonia is essential. You should also describe your knowledge of the design and construction conditions in Tallinn, including knowledge of local building requirements, techniques, material, labor and purchasing. Please also describe your familiarity with, and ability to obtain local permits and licenses for the design and construction of the required facilities. You should also indicate what industry building code would be used for design and construction. Please note that the USG shall expect the construction to be done to the level of U.S. standards and codes. (3) Please demonstrate your ability to complete the residence within the stated time frame. You should describe the staff and management resources that will be dedicated to the completion of the project and your plans for the acquisition of necessary equipment, material and labor. You should demonstrate your ability to coordinate all phases of development. You should provide information about the timely completion of previous projects of similar scope.(4) Please provide evidence of your liquidity and/or the ability to obtain sufficient construction and long-term financing to complete the project and maintain ownership for the duration of the lease and extensions. Evidence of the financial status and credit worthiness of the principal firm and any joint venture firm must be submitted.(5) The USG is also soliciting expressions of interest for a similar project in Riga, Latvia.
