Description
This is an update to the sources sought synopsis posted 20 February 2001. The Marine Corps Systems Command (MCSC) intends to hold a full and open competition to design, develop and produce the Combat Operations Center (COC) for the Unit Operation Center (UOC) Program. The formal RFP is planned to be released on or about 1 October 2001, with proposals due 45 days thereafter. It is the Government's intent to encourage exchanges of information to improve understanding of Government requirements and increase efficiency in proposal preparation, and thereby enhance the Government's ability to obtain quality supplies and services at reasonable prices. Industry was invited to participate in a collaborative specification-writing group in April 2001. On 11 September 2001, at SPAWAR Charleston, MCSC invites and encourages an exchange of information with industry concerning the prototype effort of the COC for the UOC Program. Participation is not a prerequisite for submitting a proposal. At this time, one (1) hour time slots are available to view the prototypes and participate in one-on-one exchanges between a contractor team and the Government team. Due to the limited time, the meetings will be set up on a first-come-first-served basis. Participation is limited to no more than ten (10) industry representatives (prime and teammates) per meeting. To set up appointments, send email to mosqueiravj@mcsc.usmc.mil not later than close of business, 7 September 2001. No requests can be processed if received after this date due to security procedures. Identify subject as COC Prototype Communications Registration. Include name and organization of attendees. Confirmation will be sent via e-mail and will include directions and points of contact for assistance. The Go vernment is under no obligation to award any related contract associated with this event. Other draft documentation can currently be found at http://www.marcorsyscom.usmc.mil/mcscctq/uoc.htm. The government reserves the right to modify the COC request for proposal (RFP) documentation without notice prior to final release.
