Description

The Federal Highway Administration (FHWA) plans to award a purchase order to the American Association of State Highway and Transportation Officials (AASHTO) to develop a Model Highway Data Dictionary for use with the AASHTO Transportation Safety Information Management System (TSIMS) and as a prototype for FHWA, State and local transportation agencies. This data dictionary will be designed as the base for various linkable database systems used in safety analysis, pavement management, bridge inventories asset management, traffic control device inventories, and other relational databases. The TSIMS is important for the success of the Data Dictionary. The TSIMS software uses a data dictionary in translating various data bases to a common set of data elements that can used for analysis. Because AASHTO, through a joint development project, built and maintains the TSIMS, they are the only known source can complete the work. Furthermore, AASHTO also has the commitment of 15 State transportation and safety agencies. This is important because the State agencies are represented on the steering committee which will oversee this project. When a consensus is achieved among the steering committee, the dictionary will have a better chance of being acceptable to the other states. For the reasons stated above, AASHTO is not only the only known source who can do this work, but they can provide the most comprehensive data dictionary. This is a Simplified Acquisition and the anticipated award date is on or about September 17, 2001.=20
