Description
This is a combined Synopsis/Solicitation for commercial items prepared in accordance with the format in Subpart 12.6 of the Federal Acquisition Regulation, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation, as a written solicitation will not be issued. This solicitation (DAHA40-01-Q-0017) is issued as a Request for Quotations (RFQ). This solicitation document incorporates those provisions in effect through Federal Acquisition Circular 97-11. This requirement is a 100% small business set-aside. NAICS -- 332439 / SIC 3443. The size standard is 500 employees. This requirement is for approximately seventeen (17) Moveable Spill Containment Berms (MSCB) to be delivered to approximately fourteen (14) different locations within the state of Tennessee. The following specifications describe this requirement as needed to meet the government's minimum specification requirements. The MSCB must be capable of providing secondary containment for TNARNG fuel tankers, portable fuel bladders, tanks and tank and pump units; contain spills/leaks of oil, fuel, and/or solvents; at least 12 feet wide x 40 feet long x 6 inches high, but no larger than 16 feet wide x 48 feet long x 12 inches high; must have a capacity to contain at least 2,650 gallons of liquid without leaking; made of very strong material (such as steel, other metal alloy, or reinforced polymers that have a strength to weight ratio of at least that of mild sheet steel) that is not deteriorated by prolonged exposure to petroleum products or sunlight (UV radiation) with a surface load rating of at least 6,000 pounds per square foot and withstand temperatures of 20 degrees Fahrenheit to 120 degrees Fahrenheit; must be made of robust nature, abrasion and corrosion resistant (if steel, must be either galvanized or hot dipped and epoxy coated and medium to dark gray in color); able to withstand being driven over (DRIVEN OVER MEANS ANY SURFRACE, BASE AND/OR SIDEWALL AREA WILL HAVE SUFFICENT LOAD BEARING CAPABILITY AS TO NOT PERMANENTLY BEND, DEFLECT, CRACK, OR COLLAPSE WHILE UNDER A 12-TON VECHICLE AXLE LOAD) (SIDEWALL LOAD BEARNING REFERS TO FORCE APPLIED FROM EITHER THE OUTSIDE OR INSIDE AREA OF THE MSCB) daily by heavy tactical vehicles weighing in excess of 22 tons and at least 12 tons per axle; must be able to be set-up and moved with standard material handling equipment such as a 5 ton crane/wrecker or fork lift and transported by flatbed trailer; configured with integral drain valves with filters that allow water to drain while containing any oil or fuel the filter must be designed to close the drain when saturated with a petroleum product; must have ramps that can be set at both or either ends-the ramps must be at lease 60 inches wide, 2 ramps for each end; must be installed on site at the locations requested.
