Description

(i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 of the Federal Acquisition Regulation, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. (ii) The solicitation is issued as a Request for Quotation (RFQ) Solicitation Number F64605-00-QP112. (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-27. (iv) This acquisition is 100% set-aside for small business. The Standard Industrial Classification Code is 5049 with a small business size standard of 100. The N. Standard Industrial Classification Code is 421490. (v) This synopsis/solicitation contains four contract line item numbers (CLIN): CLIN 0001: Quanity-5, 37" diagonal 4:3 ratio plasma flat screens (these screens must be able to accept computers up to SXGA (1280x1024) with a scanning resolution of 24kHZ to 80kHZ and ability to accept inputs from 6 computers, including but not limited to PC and SUN; CLIN 0101: Quanity-1, air transport approved (ATA) travel case for a 37" plasma flat screen, 1/2" construction, foam lining, recessed hardware, heavy duty casters, accessory compartment for rolling stand (Case must be able to fit both the 37" plasma flat screen and the rolling stand); CLIN 0102: Quanity-1, rolling plasma flat screen stand with mount (mount is for attaching the screen to stand); CLIN 0103: Quanity-4, associated hardware for mounting plasma screens to wall and connecting to computers. (vi) The quote should include any applicable shipping costs as one line item reflecting the total shipping cost. (vii) Delivery will be made at the following location: PACAF AIS/INX, Hangar 3 Building 2045, Hickam AFB, HI 96853. Acceptance will be made by one point of contact at the destination. FOB point is destination point. (viii) The provision at FAR 52.212-1, Instructions to Offerors- Commercial Items, applies to this acquisition without addenda. (ix) A firm fixed price purchase order will be issued based upon the quotation determined to provide the best value based upon price and delivery. (x) Offerors are required to complete a copy of the provision at FAR 52.212-3, Offeror Representations and Certifications- Commercial Items, excluding paragraph (b) of the provision (IAW DFARS 212.301 (b)(2)). (xi) The clause at FAR 52.212-4, Contract Terms and Conditions- Commercial Items, applies to this acquisition without addenda. (xii) The clause at FAR 52.212-5, Contract Terms and Conditions Required To Implement Statutes Or Executive Orders- Commercial Items, applies to this acquisition. The following additional FAR clauses of paragraph (b) are incorporated: 52.222-26. Equal Opportunity; 52.222-35, Affirmative Action for Disabled Veterans and Veterans of the Vietnam Era; 52.225-3, Buy American Act- North American Free Trade Agreement- Israeli Trade Act- Balance of Payments Program; and 52.232-33, Payment by Electronic Funds Transfer- Central Contractor Registration. (xiii) The following cited additional FAR and DFARS clauses are applicable to this solicitation: 52.219-6 Notice of Total Small Business Set-Aside, 52.246-4 Inspections of Services- Fixed Price; and 252.204-7004, Required Central Contractor Registrations. *NOTE: Quotations will be accepted if you are showing up in the Central Contractor Registration database. Award can only be made if registration status is current. The clause at DFARS 252.212-7001, Contract Terms and Conditions Required to Implement Statutes Or Executive Orders Applicable to Defense Acquisitions of Commercial Items, applies to this acquisition. FAR Clause 52.252-1, Solicitation Provisions Incorporated by Reference. This solicitation incorporates one or more solicitation provisions by reference, with the same force and effect as if they were given in full text. Upon request, the Contracting Officer will make their full text available. The offeror is cautioned that the list provisions may include blocks that must be completed by the offeror and submitted with its quotation or offer.
