- The USDA, Forest Service, Olympic National Forest, Olympia WA has the requirement for 288 Dataloggers. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Part 12, as supplemented with additional information included in this notice. This announce-ment constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. Solicitation No. R6-OLY-1-59-O is being issued as a Request for Quotation. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-27. The solicitation is 100% set-aside for small businesses. North American Industry Classification System Code (NAICS) 334519 with a corresponding size standard of 500 employees applies to qualify as a small business. Minimum characteristics needed to be considered for award are: (1) Accurately measure and record temperature data (+/- 1 F [or equivalent]) at (on) the forest floor level, (0-10cm). (2) Accurately measure and record relative humidity data (+/- 5% minimum accuracy) at (on) the forest floor level, (0-10cm). (3) Accurately measure and record temperature data (+/- 1 F [or equivalent]) at the soil (inorganic layer), 2-30cm below surface of forest floor layer. (4) Perform requirements 1-3 simultaneously once each hour for a minimum of 8 weeks before downloading of collected data. (5) Units are to be self-contained. Weight per unit not-to-exceed 2lbs. (910 grams), including attached probe(s) or cable(s), etc. Size per unit is not-to-exceed 12" x 6" x 4" (30cm x 15cm x 10cm). The intent is for these datalogger units to be portable enough to pack up to 30 units into forest stands in rugged terrain up to 1/2 mile from road systems. (6) Units to be operable with a minimum of maintenance in harsh Pacific Northwest climatic conditions (wet winters; dry, warm summers). (7) Quick recovery of humidity measuring capability (maximum 1.5 hours) following wetting of unit (rain). Necessity of lightweight shielding is acceptable, but the need for weather station-type housing is unacceptable; unit must be able to accommodate harsh conditions. (8) Minimum acceptable warranty length is one year. (9) Software for unit programming and data download must run on either PC Windows95 or Windows 2000 Professional. (10) Delivery timeline: order must be received by December 10, 2001. The following are desirable characteristics that will be given additional consideration for award. The items are prioritized as follows: (a) Greater data storage capacity (i.e. more than 2 months at the frequency of sampling). (b) Less weight and mass (volume) per unit. (c) Warranty length greater than one year. (d) Recovery time of humidity sensor, after wetting, of less than one hour. (e) Absence of need for lightweight shielding. (f) Delivery date prior to December 10, 2001. (g) Software capable of running in both Windows95 and Windows 2000 Professional. Prices should reflect that they are FOB Destination. Price will include everything identified above.
