- THIS NOTICE CONSTITUTES AMENDMENT NO. 01 TO THE COMBINED SYNOPSIS/RFQ FOR MULTI ZONE CRYSTAL GROWTH FURNACE. Companies shall acknowledge all amendment(s) in their quote. This notice serves as the official amendment to subject synopsis/RFQ and a written amendment will not be issued. The purpose of this amendment is to provide answers to submitted questions. Please see below. 1. Will this purchase be subject to state and federal taxes when MSFC purchases it? If so I will need to know so I can include in my quote. If not will MSFC supply my company with the necessary tax exempt forms so I can show the state/fed. tax agencies that we did not have to collect state and fed. taxes for this sale as the customer was the Federal Govt. NASA as a federal agency is exempt from taxes. Reference FAR part 29.3 for matters concerning tax exemptions. 2. Will payment to contractor/awardee be made via EFT or govt. Credit Card? If I read the FAR clauses referenced it will be EFT. Please verify. Payment will be made by Electronic Funds Transfer. 3. The solicitation indicated that FAR 52.212-5 is applicable. When I read this FAR it appears that this clause with the applicable items should be filled out by the contracting officer. Should there have been a filled out FAR 52.212-5 clause released with this solicitation? FAR 52.212-5 are the terms and conditions to be incorporated into the purchase order at the time of award. The Contracting Officer incorporates terms and conditions pursuant to applicable statutory and regulatory regulatons. 4. The solicitation also lists FAR 52.232-90 and FAR 52.211-90 as incorporated by reference. I can not find these FAR clauses in the FAR. Is this a possible typo? It is a correct reference to the MSFC clauses 52.211-90 and 52.232-90. See below. MSFC 52.211-90 DELIVERY/PAYMENT CONDITIONS (APPLICABLE ONLY IF CHECKED) (DEC 1995) ( ) 1. No partial payment allowed. Do not submit invoice until completion of order. ( ) 2. No partial delivery. All items to be shipped at the same time. ( ) 3. Partial delivery acceptable. (End of clause) MSFC 52.232-90 DISCOUNTS FOR PROMPT PAYMENT (APRAPR 1989) (a) Discounts for prompt payment will not be considered in the evaluation of quotes. However, any quoted discount will form a part of the order, and will be taken if payment is made within the discount period indicated in the quote by the quoter. As an alternative to quoting a prompt payment discount in conjunction with the quote, quoters awarded orders may include prompt payment discounts on individual invoices. (b) In connection with any discount offered for prompt payment, time shall be computed from the date of the invoice. For the purpose of computing the discount earned, payment shall be considered to have been made on the date which appears on the payment check or the date on which an electronic funds transfer was made. (End of clause) 5. If the delivery date appears to be later than the date specified, should it be noted? Yes, the contractor should specify the delivery date if it varies from the date posted. 6. Should the cover letter include the NAICS code and number of employees? The cover letter can include any additional information the contractor considers to be relevant. The due date for receipt of offers is extended to September 7,2001. Companies shall provide the information stated in the synopsis/RFQ posted on the NASA Acquisition Internet Service (NAIS) on September 7, 2001. Documents related to this procurement are available over the Internet and are in Microsoft Office 97 format and reside on the World Wide Web (WWW) server which may be accessed using a WWW browser application.
