Description: The Government proposes to acquire, on a sole source basis from McDonnell Douglas Helicopter Company, the follow-on ECP 1315 requirement for 125 Retrofit Kits in support of the AH-64 Apache Improved Tailboom Design Program. The Government's estimated quant ities are 90 each for the Base Year and 35 each for the Option Period. Specific requirements include all labor, materials and tools to fabricate, produce and delivery 125 ECP 1315 kits in accordance with Retrofit Service Notice #97A003R1. The Government i ntends to award a delivery order against Basic Ordering Agreement DAAH23-98-G-0049 to McDonnell Douglas Helicopter Company (MDHC), 5000 East McDowell Road, Mesa, Arizona, 85215-9797 under the authority of Justification and Approval for Other Than Full and Open Competition of 10 U.S.C. 2304 (c)(1), Federal Acquisition Regulation 6.302-1, only one source or a limited number of responsible sources are able to satisfy agency requirements. The required delivery schedule is eight (8) kits per month commencing Au gust 31, 2002 until shipped complete. There is no technical data package and no solicitation will be issued. All responsible sources may submit a proposal, which may be considered by the contracting officer. See Numbered Note 22.
