Description
SUBJECT: TO PROVIDE PROJECT COORDINATION ACTIVITIES FOR THE PROJECT STEERING COMMITTEE. DESC: The U.S. Department of Energy, National Energy Technology Laboratory, Pittsburgh, PA intends to award a purchase order on a sole-source basis to the Pacific International Center for High Technology Research (PICHTR), Honolulu, Hawaii to: Perform three (3) tasks related to an International Field Experiment on CO2 Ocean Sequestration. The three tasks are as follows: TASK 1 -- Permitting activities for the International CO2, Ocean Sequestration Field Experiments scheduled to take place in Hawaii must be completed. Expert technical services from the firm Planning Solutions, Inc. Will be secured through PICHTR via a specific Subcontract. Dr. Nihous of PICHTR is anticipated to contribute a man-week to this effort. TASK 2 -- Essential project liaison and coordination activities between PICHTR and the Steering Committee (SC) will require the participation of Ms. Hewitt of PICHTR two days a week for the period January 2002 through September 2002. The steering Committee is the official group of sponsors for the CO2 Ocean Sequestration Field Experiment. The complexity of the organizational structure of the Field Experiment is reflected in the SC itself, which includes members of the Governments of the United States, Japan, Norway, Canada, Australia as well as two representatives of the private concerns ABB of Switzerland and CRIEPI of Japan. The Chairman of the SC, Dr. Perry Bergman of the USDOE, needs to relay and coordinate information efficiently between all members of the SC on a quasi-daily basis. The optimal way to do so is to leverage the help of Ms. Hewitt who works for PICHTR the designated General Contractor for the Field Experiment. Thus, the SC and other essential participants in the CO2 Ocean Sequestration Field Experiment can work in step and avoid unnecessary delays or misunderstandings. TASK 3 -- PICHTR will support the organization of an ad hoc U.S.-Japan Joint Technical Meeting on Carbon Dioxide Sequestration. This event is tentatively scheduled during the fall of 2001 in Hawaii. This will require the participation of Ms. Hewitt of PICHTR ro 200 hours, and of Dr. Nihous of PICHTR for a man-week. PICHTR personnel are also expected to take interisland trips in the event of venue for the meeting is selected outside of Oahu. The participation of PICHTR in organizing this venue is in keeping with the company's active role in two current projects aimed at developing the state-of-the-art in the field of CO2 ocean sequestration. One is the International CO2 Ocean Sequestration Field Experiment, for which PICHTR is the General Contractor and Dr. Gerard Nihous belongs to the project's Technical Committee; the other is USDOE Center for Research on Ocean Carbon Sequestration (DOCS) of which PICHTR is a member. This purchase order is being issued to the Pacific International Center for High Technology Research because they have acquired an extensive and detailed familiarity with the various entities and associated personnel involved in the project. In addition, they have acquired a direct knowledge of the financial structure of the project and fiscal systems of the various participants in the project. Moreover, PICHTR helped the USDOE organize a very successful SC Meeting in June 1999, on the Big Island of Hawaii. The logistical challenges presented by the upcoming ad hoc U.S.-Japan Joint Technical Meeting on Carbon Dioxide Sequestration are believed to be very similar to those met through the June 199 SC Meeting. PICHTR therefore has a proven track record in this type of activity as well. This request is considered to be sole source to Pacific International Center for High Technology Research. Therefore, no solicitation will result from this announcement. However, all responsible sources may submit a bid, proposal, or quotation which shall be considered by NETL. The responses must convey the ability of the response to meet the stated requirements. The documentation shall include descriptive literature containing sufficient technical literature to establish a bonafide capacity of meeting this requirement.
