- Description: Provide all labor, material, and equipment necessary to furnish and deliver bulk topsoil, as required, for Fort George G. Meade, Maryland. Quotations are due 13 September 2001, POC Ellen B. Harden, Contract Specialist, 703-806-4439, e-mail Ellen_B_Harden@belvoir.army.mil. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR subpart 12.6, supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This procurement is 100% set aside for small business. Solicitation number DADW35-02-T-0014 applies and is issued as a Request for Quotation (RFQ). This solicitation document, incorporated provisions, and clauses are those in effect through Federal Acquisition Circular 97-27. The NAICS code is 444220 and small business size standard is $5.0M. DPW Supply and Storage Division at Fort Meade, Maryland has a need for a contractor to provide all labor, material, and equipment to deliver bulk topsoil. Any supplies and services to be furnished under this contract shall be executed by the issuance of a delivery order. Payment shall be made by submission of an invoice to the address cited on the SF 1449 in block 18a. This requirement is for a fixed price requirements contract with a base year and two option years, if exercised. Base year is from 1 October 2001 through 30 September 2002 with one line item: Item 0001, Provide all labor, material, and equipment necessary to furnish and deliver bulk topsoil in accordance with the statement of work, estimated quantity 10,000 cubic yards. First option year is from 1 October 2002 through 30 September 2003 with one line item: Item 1001, Provide all labor, material, and equipment necessary to furnish and deliver bulk topsoil in accordance with the statement of work, estimated quantity 10,000 cubic yards. Second option year is from 1 October 2003 through 30 September 2004 with one line item: Item 2001, Provide all labor, material, and equipment necessary to furnish and deliver bulk topsoil in accordance with the statement of work, estimated quantity 10,000 cubic yards. Specific Requirements: Topsoil shall consist of natural surface soil from areas well drained, which no topsoil has previously been stripped and shall be uniform in color, texture, and consistency. The areas from which topsoil is taken shall possess such uniformity of soil, depth, color, and other characteristics as to offer assurance that when removed in commercial quantities, the topsoil shall be homogeneous in nature. The topsoil shall be finely shredded and screened to remove all extraneous organic or mineral stone. The topsoil shall be free from any parts (seed, rhizomes, roots, etc.) of Johnson grass or Canada thistle and free from any material harmful to plant growth. The topsoil shall have an organic content of not less than 1.5% by weight when determined in accordance with Maryland Standard Method of Testing (MSMT) and shall have a pH value of not less than 6.0. Lime shall be applied and incorporated with the furnished topsoil as specified. Grading analysis shall be as follows: 1) sieve 50mm (2in), minimum of 100% passing by weight; 2) sieve 4.75mm (No. 4), minimum of 90% passing by weight; 3) sieve 2.00mm (No.10), minimum of 80% passing by weight. Delivery shall be made within three (3) to five (5) workdays after receipt of written delivery order from the Contracting Office excluding weekends and Federal Holidays. The contractor shall confirm delivery via telephone no later than one (1) workday prior to delivery. The contractor shall call 301-677-9192/9190 for telephonic notification. The Government point of contact (POC) will notify the contractor, by telephone, for delivery of bulk topsoil after issuance and receipt of written delivery order. The contractor shall report to building T-2207 located at 1st and Chisholm Street, Fort George G. Meade, Maryland and will then be escorted to the delivery site. Delivery shall be in twenty (20) ton trucks with fifteen (15) cubic yards of bulk topsoil per load. Proposal preparation: A submitted proposal in response to this requirement shall consist of a cost/price proposal. Cost/price only will be considered in selecting which proposal offered is the most advantageous to the Government. Provision at FAR 52.212-1, Instructions to Offerors-Commercial Items applies. Provision at FAR 52.212-2, Evaluation-Commercial Items applies with paragraph (a) completed as follows; The following factors shall be used to evaluate offers: Low Bid. Technical and past performance, when combined, is not applicable.
