- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; electronic proposals are being requested and a written solicitation will not be issued. This solicitation DCA200-01-R-5044 is issued as a Request for Proposal (RFP). This acquisition is unrestricted. NAICS: 513340. Schedule of items: CLIN 0001-INMARSAT Type ?A? service, priced on a per minute basis, as described in the following specification: 1.0 Scope. This Statement of Work (SOW) defines the requirements and responsibilities for the acquisition of analog "A" air-time service from the International Maritime Satellite (INMARSAT) System. The Contractor will provide INMARSAT telecommunications service to all U.S. Government agencies including Naval Military Sealift Command (MSC) vessels and Headquarters, MSC contracted vessels, and transportable units (Mobile Earth Stations (MES)). Transportable units are considered a "ship" because of their mobility but could be located aboard ship or ashore. INMARSAT service will be provided IAW this SOW or in applicable tariffs on file with the Federal Communications Commission (FCC). 2.0 Applicable Documents and Definitions. 2.1 Applicable Documents: a. 47 U.S.C. 751 Subchapter V, International Maritime Satellite Telecommunications Act. b. FAR part 6.302, c. INMARSAT International Treaty, TIAS9605, on file with FCC d. INMARSAT Tariffs, approved by and on file with the FCC. 2.2 Definitions: (DITCO) Defense Information Technology Contracting Organization, (FAR) Federal Acquisition Regulation, (FCC) Federal Communications Commission, (INMARSAT) International Maritime Satellite, (MSC) Military Sealift Command, (MES) Mobile Earth Station, (SOW) Statement of Work, (U.S.C.) United States Code. 3.0 Requirements. The Contractor shall furnish INMARSAT "A" air-time service in accordance with the requirements set forth in this SOW or in accordance with published tariff(s) on file with the FCC. The service provided must have the capability of immediate, reliable, direct and clear worldwide connections for telephone, facsimile and data systems. This service will be used for ship-to-shore, ship-to-ship, to provide full duplex analog voice and data communications. Services must be available 24 hours a day, 7 days a week including any and all holidays. The Contractor shall coordinate for the Government with all other INMARSAT providers, in order to provide centralized billings and maximum volume discounts. 3.1 Facilities. The Contractor shall provide the space segments of the INMARSAT system including all satellites, satellite access, frequency pools, Land Earth Stations (LES) and their equipment. The government will provide all shipboard and transportable terminals (Mobile Earth Stations (MES)). 3.2 Service Authorization. The Contractor shall authorize each terminal individually as terminals under U.S. Government cognizance are available. After authorization of each unit, the Contractor shall administer and maintain the service over the life of the contract or until the U. S. Government removes that terminal from service. 3.3 Trouble Calls. The Contractor shall provide a toll free telephone number and a "E" Mail address to field network trouble calls 24/7 hours. 4.0 Billing. For the purposes of this contract, all existing INMARSAT "A" services currently ordered under DITCO contract DCA200-01-D-5008 will be transitioned into this competitively awarded contract within a period of 90 calendar days from date of award. The contractor shall be responsible for all activities necessary to transition existing customer?s service to the new contract. Invoicing is submitted monthly with a consolidated bill listing customer account charges by CSA and usage for the preceding month. Additional orders for service may be issued separately as requests for service are received within DITCO. The Contractor shall submit an original consolidated invoice for payment to DFAS Pensacola, Florida and a copy to the DITCO administrator.. Upon request, a separate copy of call detail reports sequenced by INMARSAT ID number will be forwarded electronically to the appropriate U. S. Government Agency with a copy furnished to DITCO. The Contractor shall provide the mailing address and toll free telephone number of their billing center, (responsible for servicing the Agency), to assist in resolving billing issues and discrepancies. 4.1 Volume Discounts. All services ordered by the U.S. Government will be considered as a whole to provide for maximum volume discounts. Estimated service dates are from date of contract award through award of INMARSAT services under DITCO solicitation DCA200-01-R-5029. FAR 52.212-1 applies to this acquisition. FAR 52.212-2 shall not apply to this acquisition. Award shall be made based on lowest price. Proposals shall include a completed copy of provisions at FAR 52.212-3. FAR 52.212-4 applies to this acquisition. FAR 52.212-5 applies to this acquisition: The following additional FAR clause applies to this acquisition 52.232-33. DFARS 252.212-7001 applies to this acquisition.
