Description

This is a combined synopsis/solicitation in accordance with the format in FAR Subpart 12.6, and FAR 13.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation number, USZA99-02-Q-0048, is issued as a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97012. This procurement is unrestricted. All responses from responsible sources will be fully considered. Clin 0001; Packaged Air Cooled Scroll Chiller, Trane Model #CGAF-C25E (to replace existing chiller), with full compliance with the following minimum features, accessories and performance requirement: Nominal 25 tons and cooling, 200/3/60 electrical input (MCA=3D124 amps, RDE=3D150 amps, MFS=3D175 amps), across-the-line compressor motor starters to be factory installed, capacity rated and certified in compliance with ARI Standard 590-1998, chiller shall be UL rated, single 115/1/60, 15 amp connection for evaporator barrel heater tape and control power, provide a factory mounted and wired control power transformer, provide spring vibration isolators for field mounting under chiller base frame, provide a factory mounted and wired non-fused service disconnect switch for incoming power, provide 3-stage capacity unloading (100%-60%-40%-0%), provide rotary scroll compressors (reciprocating compressors are not acceptable equal), provide factory installed low ambient head pressure control dampers for cooling to 0 Deg F, provide factory installed architectural louvered grilles (Hail Guards) enclosing the condenser coils, compressors and evaporator access areas. Louvered openings shall not be larger than ?? x 6? (Wire mesh screens are not an acceptable equal), factory charged with a full operating charge of refrigerant and oil, copper tube, copper fin condenser coil with ?Bronz-Glow? corrosion resistant coating on the condenser coils, applied by immersion dipping (sprayed on coatings and epoxy/phenolic coatings are not an acceptable equal), ?Bronz-Glow? corrosion resistant coatings to be applied to the entire interior/exterior casing., chilled water piping connections to be 2? NPS (female) inlet and outlet, pipe connections shall exactly match the existing chiller piping configuration, factory installed and tested microprocessor control of leaving water temperature with digital display of entering and leaving water temperatures, operating mode and diagnostic information, provide a NEMA 4 water flow switch for field mounting and wiring by the installer, provide the services of manufacturers factory authorized service company for start-up, check-out services and training of government maintenance personnel, provide services of manufacturers factory authorized service company for 12 month parts, refrigerant and labor warranty, chiller shall be cataloged for use in temperatures between 0 deg-115 deg F ambient, dimensions: 60 1/8? wide x 68 ?? Long x 81 ?? high, weight: 2,700 lbs (maximum). Quantity of 1 EA; Clin 0003, Packaged Air Cooled Helical Rotary Water Chiller, Trane Model #RTAA-80 with the following minimum features and accessories: Nominal 80 tons cooling, full load minimum EER=3D10.3 @ ARI Conditions, 460/3/60 Input power (MCA=3D106 amps; RDE=3D175 amps; MFS=3D200 amps), factory mounted and wire 115 volt control power transformer, capacity rated and certified in compliance with ARI Standard 590-1998, dual independent refrigerant circuits, compressors to be direct drive, semi-hermetic rotary ?screw? type (reciprocating compressors are not acceptable). (Speed increasing gears are not acceptable), modulated capacity unloading down to 15% (stepped capacity unloading is not acceptable), factory applied ?? Armaflex insulation on the evaporator barrel and cooler heads; factory installed 115/1/60 electric heat tape between cooler evaporator shell and insulation capable of preventing freeze-up down to ?20 deg F ambient, factory installed low ambient head pressure controls for cooling to ?10 deg F ambient, factory installed refrigerant suction and discharge pressure display for each refrigerant circuit, factory installed over/under voltage protection, factory mounted and wired, factory installed phase failure/reversal protection, factory mounted and wired, factory charged with refrigerant-22 and oil, factory installed suction service valves for each compressor, microprocessor control of leaving water temperature with digital display of entering and leaving water temperatures, operating mode and diagnostic service information, factory installed louvered condenser hall guards with maximum openings of ?? x 6? The government will make a determination of best value based on the evaluation factors cited.
