- Description
- The Naval Undersea Warfare Center Division Newport has a requirement for supporting the acquisition, development, and testing of Unmanned Undersea Vehicles (UUV), UUV related technologies, and the application of UUVs in meaningful Naval missions. As part of these duties, the UUV branch is coordinating a multi-year Division wide program of in-water demonstrations using the Manta Test Vehicle (MTV). Under this requirement, the contractor shall fabricate, integrate, and support at sea calibration of the SEA DeVil navigation system into the Manta Test Vehicle. CLIN 0001 -- One (1) -- Fabricate SEA DeVil Navigation Model #KN6053. CLIN 0002 -- OPTION 1 -- Integration of the SEA DeVil navigation system into the MTV system at NUWC and on-site support during at-sea calibration runs. Characteristics of the system: Position Accuracy Threshold: 0.1% of Distance Traveled (DT) (maximum), Circular Error Probable Rate (CEPR) Goal: 0.05 % DT, (CEPR); Heading Accuracy 0.5 mils, rms (maximum); Pitch/Roll Accuracy 0.5 mils, rms (maximum); Dimensions 18 x 9 inch cylinder (maximum); Weight 60 pounds (maximum); Power (@ 28 Vdc) 75 Watts (maximum), 50 watts (average); Environment- Flooded; Depth Rating -1000 m (maximum) NOTE: Of these requirements, the "Position Accuracy" is the most critical. As such, Kearfott Guidance & Navigation Corporation is the only known source that can provide the technical expertise in specific sensors as well as a demonstrated methodology for integrating and processing the collected navigation data all within a miniaturized, power efficient package. The Government intends to award a sole source, firm fixed price contract to Kearfott using the procedures per FAR Part 12 and 13. A request for quote will be issued 4 Sep 01. Anticipated award date is 11 Sep 01. Delivery will be F.O.B. destination, Newport, RI approximately 11 Jun 02. This notice of intent is not a request for competitive proposals. All responsible sources may submit a quotation which shall be considered by the government. Telephone requests will not be honored. A determination by the Government not to compete with this proposed procurement based on responses to this notice is solely within the discretion of the Government.
