Description
The Rock Island District of the U.S. Army Corps of Engineers proposes securing the services of a contractor to develop a forecasting model of the Illinois Waterway using the MIKE 11 Hydrodynamic Model and Arcview GIS. The major work items and products to be provided are as follows. Contractor will develop a MIKE 11 Flood Forecast model of the Illinois Waterway, extending from the Brandon Road Lock and Dam to the confluence with the Mississippi River. The MIKE 11 hydrodynamic forecasting model will be dev eloped to encompass all major physical attributes of the river and its floodplains (including all dam structures and coverage of the floodplain within suitable prescribed limits). The hydraulic connectivity between these elements will be schematized in the hydrodynamic model. A preliminary operational model will be developed which is capable of producing forecasts for river flow, water level and inundation limits along the Illinois Waterway utilizing available real-time river data and tributary inflow fore casts. The model will also be applied on a trial basis to test and forecast gate operation. This application of the model may be upgraded to full operational use through additional resources/funding, which will be determined based on the outcome of experim ental verification forecasts. An ArcView Flood Watch Graphical User Interface (GUI) for real time data management, editing and display and presentation of model forecast results will be provided. Flood mapping of forecast results will be accomplished u sing the MIKE 11-GIS module. Danish Hydraulic Institute (DHI Inc) has the unique qualifications and experience the in the development and application of flood forecasting systems. DHI Water & Environment is an independent, international consulting and res earch organization affiliated with the Danish Academy of Technical Sciences. DHI Water & Environment has provided operational real-time forecasting systems since the early 1980 s which are used extensively worldwide. The MIKE11 suite of hydrodynamic modeli ng tools was developed by DHI. No other firm possesses the familiarity and skill with these modeling tools. The MIKE11 suite of hydrodynamic modeling tools is the foundation for development of the forecast model. Technical POC is Marv Martens, 309/794-5222.
