Description
The U.S. Patent and Trademark Office (USPTO) has a requirement for specialized records information management for the Office of Legistlative and International Affairs (OLIA). OLIA is in the process of developing the Office of Legislative and International Affairs Document Management System (OLIAD), which can capture, index, search, and retrieve the documents in electronic form. The OLIAD system is scheduled to go on-line on 9/1/2001. The first phase will capture and index country files and will serve OLIA's professional staff and the Director's Office. The personnel will perform file clean-up and inventory records prior to any scanning. The USPTO requires three skilled personnel in information science, of which one must be a Records Coordinator/Supervisor for a period of 24 weeks at 40 hours per week. It is estimated that the Records Coordinator/Supervisor will be required for 960 hours and two assistance/clerks for 24 weeks at 40 hours per week. The personnel shall have the knowledge, experience, and understanding to work independently with specialized records. Skilled records management personnel are critical to this project to ensure access to the records, correct indexing of records, retention of important records and proper disposal or storage of records. The OLIA vital records include: Congressional Liaison Files, International Affairs Reference Files, International Intellectual Property Activities Case Files, and Legislative Reference Files. The International Affairs Reference Files (Country Files) will be the first phase of the scanning project. Within each country, files are maintained on: Bilateral Treaty Information, CAbles, Copyright issues, Enforcement, Correspondence, Laws, Miscellaneous, Patent Issues, Trade Issues, Trademark Issues, Training, World Trade Organization Accession, and Third Party Disputes. The proposed contract action is for services which the Government intends to solicit with only one source under authority of FAR. 6.302-1. At this time, InfoCurrent is deemed the only responsible source and no other supplies or services will satisfy agency requirements. Concerns which believe that they have the ability to furnish the specified support are requested to give written notification within 15 calendar days from the date of this synopsis.
