- Description
- The Naval Air Warfare Center Aircraft Division (NAWCAD), Fleet Communications Technologies Division, Systems Implementation and Modernization Branch, Code 4.5.12.2, St. Inigoes, MD, has identified a requirement for technical, engineering and logistics services which support the production, Lifetime Support Engineering (LSE) and In-Service Engineering (ISE) for Radio Communication System/Command, Control, Communications, Computer and Intelligence (RCS/C4I) systems aboard Navy surface combatants and at associated shore sites. Their services are primarily concerned with CG 47 and DDG 51 class AEGIS ships. The Systems Implementation Branch is also tasked to provide testing and certification for the RCS and Ships Signal Exploitation Space (SSES) on newly constructed DDG 51 class ships. For the RCS, these tasks include antenna design support, shipboard acceptance testing support and Post Delivery Availability (PDA) and Post Shakedown Availability (PSA) support. NAWCAD also provides support to the Fleet for baseline testing of RCS, Cryptological Combat Support System (CCSS), Identification Friend or Foe (IFF), and Light Airborne Multi-purpose System (LAMPS) during ship availability and overhaul periods. The contract type is anticipated to be a Cost-Plus-Fixed Fee Term Contract, with an estimated total level of effort of 1,802,500 hours over a period of five years. The period of performance consists of a base year period commencing 01 April 2002, with four 12-month option periods, which if exercised by the Government, will extend the period of performance of the resultant contract through 31 March 2007. The proposed contract will be subject to the Service Contract Act. The NAICS Code is 54133. This action is a follow-on to Contracts N00421-97-C-1308 and N00421-97-C-5022 and the incumbent is BAE Systems Applied Technologies, Inc., 1601 Research Blvd., Rockville, MD 20850. This procurement action will be processed under full and open competition. Basis for award of the resultant contract will be the best value to the Government, cost and non-cost factors considered. All potential offerors must either have or be able to obtain a TOP SECRET facility clearance. It is the Government's intention to release the solicitation, including any subsequent amendments, via the Internet in Microsoft Word format, with attachments perhaps to be provided in Microsoft Excel, PowerPoint and Portable Document Format (PDF). The RFP will reside on the NAVAIR Home Page located on the World Wide Web (www). The www server may be accessed using client browsers such as NETSCAPE and Microsoft Internet Explorer.
