Description
The U.S. Coast Guard Maintenance and Logistics Command-Atlantic intends to purchase utilizing Simplified Acquisition Procedures in accordance with FAR Part 13 and policies in Part 12, Acquisition of Commercial Items services for the Design and Integration of a Protective Strategies Geographic Information System (GIS) Database for oil spill response. Offerors will also be required to coordinate with USCG MSO personnel to develop oil spill response protective booming strategies for up to a maximum of 10 locations within a one year period and develop digital GIS coverages delineating site specific boom geometry and placement as proposed by the USCG and will integrate the protective strategies into the oil spill clean-up and Response (OSCAR) GIS. This procurement is 100% set-aside for small business concern. The North American Industry Classification System (NAICS) is 541511 and Small Business Size Standard is 18.0 million. The Department of Transportation (DOT), offers working capital financing and bonding assistance for trasportation related contracts. DOT's bonding Assistance Program (BAP) offers bid, performance and payment bonds on contracts up to $1,000,000. DOT's Short-Term Lending Program (STLP) offers lines of credit to finance accounts receivable. Maximum line of credit is $500,000 with interest at the prime rate.
