- Description
- The USA Robert Morris Acquisition Center-Natick Contracting Division, Natick, MA, in support of the U.S. Army Soldier and Biological Chemical Command, Natick Soldier Center, intends to conduct negotiations and award a purchase order to Wellco Enterprises, Inc., 150 Westwood Circle, Waynesville, NC 28786 on the basis of other than full and open competition in accordance with Federal Acquisition Regulation (FAR) Part 6.302. A Firm Fixed Price purchase order is anticipated. The proposed action is for 3,802 pairs of Antipersonnel Mine Overboots, a component of the Body Armor Set, Individual Countermine (BASIC). NSNs: 8470-01-472-4255, 8470-01-472-4257, 8470-01-472-4259, 8470-01-472-4263, and 8470-01-472-4264 (sizes 5, 7, 9, 11 and 12). The requirement encom passes three critical sub-factors: a) Protection The footwear shall provide a minimum blast protection against antipersonnel mines containing one ounce (28.4 grams) of explosive charge with an injury assessment rated salvageable limb (threshold) or no ma jor injury (desired). b) Configuration -- compatible to fit over the standard Infantry U.S. leather combat boot and afford traction on mud, sand, and rocks traversed by military personnel. c) Weight -- maximum of 2.5 pounds (1.13 kg) per boot/footwear for an average size (approximately U.S. size 9). Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, the Government will consider all proposals received within ten days after date of publication of this synopsis. A determination by the Government not to compete this proposed purchase order based upon responses to this notice is solely within the discretion of the Government . Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. The Contractor has documented procedures and equipment in place to ensure compliance with the unique blast resistant components.
