- PREPARED IN ACCORDANCE WITH THE FORMAT IN SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; BIDS ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. This solicitation is issued as Request for Quotation No. 2001-Q-04133. This procurement is being issued as a 100% small business set-aside under the NAICS code # 334516 with a size standard of 500 employees. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-27. The National Institute for Occupational Safety and Health (NIOSH), in Morgantown, WV has a requirement for ONE EACH of a portable GASMET DX-4010 Multi Component FT-IR ANALYZER or equal. This instrument will be used by industrial hygienists to detect and quantify volatile organic compounds in air. A primary focus will be to determine worker exposures to specific organic compounds present in more complex mixtures. SPECIFICATIONS: General: Portable instrument for field use; Mobile design, with simple and convenient setup, calibration, & operation; Multi-component FT-IR Gas Analyzer; Simultaneous analysis of up to 50 gas components; High sensitivity with a broad dynamic response range; Applicable for use in ambient air; Internal sampling pump; Operation at either 115VAC or 12VDC; and Weight less than 20 kg. Spectrometer: Temet Carousel Interferometer with high signal to noise ratio; and 700 to 4200 cm -1 wavenumber range. Sample Cell: Multi-pass, fixed path length 1.2m, 2.4m, 4.8m,or 9.6m. Measuring Parameters: 24 hours, calibration with nitrogen; Zero point drift of 2% of smallest measuring range per zero point calibration interval; Linearity deviation 2% of smallest measuring range per zero point calibration interval; No sensitivity drift; Temperature drift of 2% of smallest measuring range per 10 degrees C temperature change. Analysis Software: Microsoft Windows based operating system; and Spectral reference library with over 300 compounds. EVALUATION FACTORS: Offers will be evaluated for technical compliance with the specifications, price and past performance. This unit must be portable and have proven field use stability. The Government desires delivery within 30 days after receipt of contract. This delivery schedule, however, is negotiable. Offers shall propose based on a delivered price, F.O.B. Destination (Morgantown, West Virginia). Information provided must demonstrate the system?s ability to meet or exceed the stated technical requirements/specifications or your offer may be rejected. The Government will award a contract resulting from this solicitation to the responsible offeror whose proposal is determined to be most advantageous and the best value to the Government. The following FAR provisions apply to this solicitation: FAR 52.212-1, Instructions to Offerors Commercial Items (Oct 2000); 52.212-4, Contract Terms and Conditions -- Commercial Items (May 1999) and 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders -- Commercial Items (Feb 2001).
