- Description
- The General Services Administration, Federal Technology Service, Region 8, Denver and its Client, U.S. Air Force Academy Network Management, Colorado Springs Colorado intend to procure on a Sole Source basis from Knowledge Incorporated (KI), 8471 Turnpike Drive, Suite 115, Westminster, CO 80030, 720-540-0400, the following services: provide a Digital Video Editing System to be used by the Air Force Athletics department to support the NCAA football, basketball and hockey programs at the United States Air Force Academy. The system will consist of the hardware and software necessary for reviewing, analyzing and developing game plans. As a minimum the system will be composed of the following components: 1.) Database and Video Server, a server with a minimum capacity to store at least 40 hours of video clips. 2.) Digital Video Editing station, two PC's will be provided and each will include a digital video capture, this station will also include software to edit digitized video clips. 3.) Coaches' station. A minimum of five coaches' stations will be provided. Stations will have the necessary hardware/software to allow the coaches to retrieve video clips from the database and video server, build statistical analysis of videos, allow for the creation, storing, and retrieving of play diagrams, print stills to hardcopy, and support presentation of videos and play diagrams in meeting rooms. 4.) Portable coaches' stations. Two laptop computers will be provided, and have same requirements as number 3, (above). 5.) Network Infrastructure. Contractor will review the network at the USAFA facility, and if the network is unable to meet their requirements, the contractor will provide an appropriate network switch to connect all the equipment. 6.) Installation and Training. Contractor will setup all vendor provided hardware and software. And provide training to the Athletic Department staff. 7.) Database customization. Contractor will provide support to staff to customize database to use terms and terminology commonly used by the USAFA coaches. Contractor will include 1 year's maintenance on all vendor provided hardware and software. The software maintenance will include support for bug fixes and software upgrades. CONTRACTOR MUST SUPPLY AT LEAST 3 PREVIOUS PROJECTS AT EITHER AN NFL OR NCAA DIVISION 1 FOOTBALL PROGRAM THAT IS USING THEIR SOLUTION. A SOLICITATION WILL NOT BE ISSUED as a result of this CBD. Only one order will be issued for this requirement, no partials. PURPOSE: This project is intended to supply a Digital Video Editing system to be used by the Air Force Athletics department to support the NCAA football, basketball and hockey programs at eh United States Air Force Academy. IMPACT: The DVE system will allow for smoother manageability of the hardware and software for the appropriate staff to review, analyze and develop game plans for the 2002 season. JUSTIFICTION FOR OTHER THAN FULL AND OPEN COMPETITION: Knowledge Incorporated software systems are designed to digitize video straight from the video tape received from other teams, or to use the data and video outputs form all major third-party digital-editing systems. Knowledge Incorporated has developed the Interactive Game Planner software application necessary for this effort. Concerns having the ability to furnish the above services/supplies are requested to give written notification (including the telephone number for a point of contact) to the acquiring office listed in this notice within 15-calendar days from the date of this synopsis. This notification should clearly show their ability to do so without compromising the quality, accuracy and reliability of the requirement. This is not a formal solicitation. However, concerns that respond should furnish detailed data concerning their capabilities and may request a copy of the solicitation when it becomes available.
