- This is a modification to the synopsis entitled BASELINE COMPARISON SYSTEM (BCS) UPGRADE AND UPDATE which was posted on August 16, 2001. Questions and answers pertaining to the solicitation are as follows: 1. The place of performance is left blank (number 24). Where is the place of performance? Answer: Majority of the work performed will be at the contractor's site. On-site work will be required for installation of the BCS database. 2. Section 5.5.1 mentions hardware and software needed for the effort, but elsewhere it mentions using a MSFC server. Does the vendor need to provide the server? If so, is there a preferred platform and operating system? Answer: Hardware and software may need to be provided by the vendor depending on the scale and complexity of the database system they intend to provide. The vendor should be prepared to provide the hardware and software to support the database system in case the VRC server system has insufficient resources in terms of hardware and software to support the database system. In any case, the hardware and software supporting the database will be required to reside at Marshall Space Flight Center and be integrated with the VRC system. 3. I3 and IWSDB model are mentioned in the RFO. Would an alternative method with other products be acceptable? Answer: Alternative methods may be considered. Methods noted in the solicitation were only examples. 4. What type of data mining is intended? Predictive, descriptive, or both. Answer: These references were intended to describe a highly automated updating/data collection process to keep the BCS database as current as possible. This updating process will collect/extract data from a number of different database systems depending on the type of update being performed. Examples of some these databases were listed in the SOW. 5. On the first page of the SOW, it mentions "verification of the data". Does this imply tracing the data back to the source (both automatic and manually entered data) or actually verifying the integrity of the data? Answer: Both. 6. To properly estimate manpower, can more information be provided or accessed on the data formats, consistency, and types across multiple sources? Answer: Offeror's are expected to propose the data formats, etc. Flexibility, in terms of the variety of formats, etc., is part of the value characteristics the offers will be evaluated on. 7. Will there be an opportunity for the awardee to maintain the system following completion of the consolidation efforts? If not, does MSFC expect to issue a solicitation for O&M? Answer: There are no plans at this time to have the awardee maintain the system. A solicitation would not be issued for O&M because MSFC support contractors would perform the work in accordance with existing contracts. 8. What (if any) MSFC subcontractors are now tasked to provide support in the areas which will be consolidated under this procurement? Answer: There are no plans at this time to consolidate any other areas that we will be gathering data from as a result of this contract. 9. Is this going to be fixed price or cost reimbursable? Answer: Fixed Price 10. Will the awardee have any limits placed on other MSFC work as a result of doing this work. Answer: No, any proprietary (or otherwise controlled) data contained in the database will have to be handled appropriately through the terms and conditions of the contract. The due date for receipt of offers is not extended. Documents related to this procurement are available over the Internet and are in Microsoft Office 97 format and will reside on a World Wide Web (WWW) server, which may be accessed using a WWW browser application.
