Description

The Department of Energy, Albuquerque Operations Office (DOE/AL), is researching the potential for decreasing Departmental security access authorization grant times to permit more rapid utilization of personnel in their intended positions without creating unacceptable risk. The DOE/AL has identified a proprietary, automated, interactive computer-based software application containing interview modules that would, with some modification and module expansion, satisfy the DOE requirement. To that end, the Government intends to contract on a sole source basis for a six-month pilot test program of this software with Computer Employment Applications (CEA), Inc., 606 W. Wisconsin Avenue, Suite 609, Milwaukee, Wisconsin, 53203-1905. If successful, the CEA proprietary software application will provide a rapid assessment of an individual's trustworthiness, reliability, and responsibility, relative to lifestyle, work and life history, behaviors and counterproductive or illegal behaviors. Used in combination with current investigative procedures, this tool could mitigate security risks in granting interim access authorizations while awaiting completion of complete background investigations. This effort would entail modification and expansion of the existing CEA system by late October 2001 and a site license to permit utilization of the system in a six-month pilot test program on a population of DOE/AL access authorization applicants to begin on or about November 1, 2001.
