Description
US Army Yuma Proving Ground (YPG), AZ has a requirement for prepared exhibit media for the YPG Heritage Center. The media shall emphasize YPG s research and developmental technology capabilities for the 21st century soldier. 1.0 SCOPE. The exhibit shall showcase YPG s resources and its role in the new millennium for military readiness and technology. Future components of the project are to develop a historical collections story line, exhibit and interpret the significant role of YPG s military presence, accomplishments and impact in the test and development community. In concert with this effort and guided by AR 870-20 12 Jan 1999, develop a plan to establish an approved historical collections designation for YPG s Heritage Center that will be the found ation for a certification plan for eventual museum status. This is a 100% small business set-aside under SIC 7311/NAICS 54181. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplem ented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Award will be made based on lowest priced, responsive offers in res ponse to this synopsis. The contractor shall offer to complete all work for one lump sum. The Statement of Work (SOW) is as follows: 1.2 HOURS OF OPERATION: Normal hours of operation at YPG are 0630 to 1700 MST, Monday through Thursday, and a request for work other than these hours must be requested at least 24 hours in advance. 1.3 BACKGROUND: Reference AR 870-20, AR 70-38 and YPG Web page https://www.2.yuma.army.mil. 1.3.1 MISSION: YPG is a developmental testing facility under the U.S. Army Test and Evaluation Command. Our mission is the testing of various weapon and protection systems that support the soldier in the field. Commodity areas include: munitions and weapons, air delivery, traced vehicles, automotive systems and human engineering products. 1.3.2 LOCATION: We are located in the southwest corner of Arizona. We are ab out 840,000 acres in size. Temperatures are in excess of 100 degrees Fahrenheit during the months of June, July, August and September. Our land is rough desert terrain. 1.4 PERIOD OF PERFORMANCE: Exhibit(s) shall be completed and ready for viewing public NLT 31 Dec 01. 1.5 SECURITY: 1.5.1 If fieldwork is necessary you shall comply with all installation security requirements. Many areas are restricted and you will require security badges. At least 5 days prior to beginning performance, you shall submit to the Contracting Office a listing of your personnel who will be on site. The list shall include: Employees , full name and address, social security number, height, weight, hair color, eye color. If the employee is not an American citizen, they must furnis h a naturalization number. 1.5.2 Range Control must be notified prior to traveling down range and when leaving the range to ascertain if an ETO escort is required. 1.5.3 A Range Safety briefing is mandatory which will take a significant portion of first d ay onsite processing. 3.0 GOVERNMENT FURNISHED PROPERTY: 3.1 The exhibits will reside in Bldg. 2 (old post headquarters). A diagram of the building is available upon request. The total square footage available for future exhibits is 14,530 square feet, however, we do not anticipate using the entire footage at this time. 3.2 Radios for field survey use will be furnished by KOFA Tech Control. 3.3 GOVERNMENT FURNISHED MATERIALS: Test technology information, photographs and limited exhibit materials availa ble. 4.0 CONTRACTOR FURNISHED ITEMS: Contractor will provide all personnel, supplies and equipment necessary to accomplish task for mounting display panels and other material deemed necessary by you with concurrence by the YPG Conservation Office. 5.0 S PECIFIC TASKS: 5.1 Develop exhibit(s) to include interactive and static display s, multimedia and automated exhibits. Example: an interactive virtual reality exhibit and a hands-on night vision test course would be developed. a. Develop an exhibit that depicts YPG s harsh environments test program including adjunct test facilitie s; Cold Regions Test Center and Tropic Regions Test Center, in addition to the desert environment at YPG. The exhibit should focus on the contributions and importance to national defense in YPG s unique ability to perform test in biota/climatic/terrain sp ecific areas worldwide. A component of this project is to display the Army s vision of the 21st century soldier and how and why YPG is a prime player. b. Develop a maintenance plan for the facility and its exhibits and expected associated costs to encomp ass a 12-month period. NOTE: Request Contractor explain proposed approach/method to accomplish item a above. 6.0 DELIVERABLES: a. Test technology capabilities exhibit(s) emphasizing YPG s research and development technology for the 21st century soldier, showcasing YPG s resources and its role in the new millennium for military readiness in equipping the soldier with the best materials to perform his job. b. Exhibit(s) that highlight Natural Environments testing to include Tropic and cold Regions Test C enters and its defense unique role in global security. c. Maintenance Plan and associated costs. 6.1 STATUS: Contractor shall meet with the Technical Point of Contact and other Government personnel on the fourth Thursday of each month to discuss status. 6.2 ACCEPTANCE: Final product(s) will be inspected in accordance with the inspection clause in the contract. Final acceptance will be based on the delivery of all requirements in accordance with the contract.
