Description
THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTES ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. The solicitation number is DC1606 and the solicitation is being issued as a Request for Proposal solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-27. The Environmental Protection Agency anticipates that the contract will be as a result of full and open competition. A firm-fixed-price purchase order is anticipated to result from the award of this solicitation. This procurement is NOT a total small business set aside and the NAICS No. is 334519 with a size standard of 500 Employees. This acquisition is for the delivery of one item each, FOB Destination, to the following locations: EPA Region 5 Laboratory, 10th Floor, 536 South Clark St., Chicago, IL 60605; US EPA Region 6 Laboratory, 10625 Fallstone Road, Houston, TX 77099. Contract Line Item (CLIN) 1. (2 each) Computerized Ambient Monitoring Calibration System, with the following specifications: 1. provide programmable microprocessor control of continuous, real-time dilution of up to 4 external compressed gas cylinder sources of CO, SO2 and NO or NO2 with externally provided, pressurized Zero air; 2. provide for mixing and reaction of the NO with internally generated ozone to dynamically produce NO2 according to EPA requirements for Gas Phase Titration (GPT); 3. NIST-traceable accuracy of concentration and flow, and repeatability from 10-100% of full scale, of 1.0%; 4. Non-reactive flow path surfaces (for example, teflon tubing, stainless steel mass flow controllers, Viton seals); 5. maximum weight of 40lbs; 6. provide ozone generator which has built-in temperature-control, pressure compensation, and includes a precision optical feedback circuit to compensate for lamp aging; 7. Ozone Generator Concentration Range of 0.5-1.25 ppm at 10 slpm, accuracy of 2.0% or 0.005 ppm at 10 slpm, and 30 day repeatability of 2% or 0.005 ppm; 8. comes with rack mount feature; 9. provides large read-out display and easy programming to facilitate use in the mobile audit and TTP conditions; 10. rapid, easy adjustment of flow controllers and ozone generator which come to a stable new concentration quickly; 11. contain an internal, adjustable ozone generator that provides 1 to 20 L/minute flow rates; 12. Mass Flow controller warm-up time of 30 minutes, response time of 30 seconds to 2.0% of set point; 13. RS-232 Serial Data Interface. Evaluation criteria to be included in paragraph (a) of provision 52.212.2 are as follows: 1) Technical Capabilities: Offerors shall submit brochures, specifications, etc. to meet the above minimum specifications. 2) Past Performance: Provide 3 references (quality of product or service , timeliness of performance, ability to adhere to deadlines, and overall customer satisfaction); and 3) Price. The following FAR provisions (which can be downloaded at the following site: http://www.epa.gov/oamrtpnc/spclaus/index.htm)apply to this solicitation: 52.212-1, Instructions to Offerors Commercial Items, and 52.212-2, Evaluation Commercial Items. Offerors shall include with their offer a completed copy of provision 52.212-3, Offeror Representations and Certification-Commercial Items. The following FAR clause applies to this acquisition: 52.212-4, Contract Terms and Conditions-Commercial Items.
