Description

The purpose of this amendment is to clarify the basis for this sole source acquisition. The required system will be used for simulator and field research studies to collect physiological measures of alertness and sleep. The Vitaport 3 from TEMEC meets the combined constraints of ambulatory research requirements and certification through NASA JSC. This system is currently flight certified as acceptable space hardware. The physiological collection systems comes bundled (including: power spectral, period amplitude, and sleep scoring software) in the basic Vitaport 3 interface software. This sole source is made under the authority of FAR Part 13.106-1(b), for the acquisition of supplies or services determined to be reasonably available from only one source. The due date for interested organizations to submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 12:00p.m. (PST) on 8/31/01. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government.
