Description
This is a combined synopsis/solicitation for a Package Sortation System for the VA Mail Out Pharmacy Center in Lancaster Texas, in accordance with FAR Subpart 12.6 and 13.5 (current as of FAC 97-27 and VAAC 97-8) for commercial items, as supplemented with the information included in this announcement. This announcement constitutes the only solicitation; a written solicitation will not be issued. The (NAIC) is 333993, and the small business size standard is 1000 employees. VA North Texas Health Care System in Dallas Texas plans to award a single, firm-fixed price contract on a unrestricted basis to the offeror whose quotation is most advantageous to the government, price and other factors considered. Award may be made without discussions; however, VA reserves the right to conduct discussions later if determined necessary by the contracting officer. 1. GENERAL: The Contractor must provide all engineering, labor and material to design, fabricate and install one package sortation system for outbound packages containing medicine and paperwork. The system must successfully operate and interface with standard mailing equipment and Bar Code #39 or Code #128, and be capable of sorting 20,000 packages per eight hours, 24 hours a day, 7 days a week with 1% or less rejects. 2. PACKAGE WEIGHT of 13 ounces or less will be first class mail; packages weighing over 13 ounces and up to three pounds will be priority class mail; and all others will be bulk or third class mail. 3. PACKAGE SIZE will be eco-lite bubble mailer or equivalent mailing envelope, minimum 9 inches long by 7 inches wide, and maximum 20 inches long by 15 inches wide. 4. SYSTEM REQUIREMENTS: The conveyor system will contain one infeed belt conveyor, one special gap belt conveyor, one automated weigh cell (.005 pound accuracy and processing speed of 50 pkg per minute), one special high speed divert device, one reject chute (caused by failure to read bar code, obtain weight, or sample test package), one powered roller conveyor and package chute to deliver priority packages to fill station, and one powered belt conveyor and package chute to deliver first class packages to fill station. The system will also include one manual weigh station (.005 pound accuracy, and a TEDA model 1250 data cell or equivalent brand) to accumulate packages ranging from 3 to 200 pounds. 5. INFEED CONVEYOR will be belt type with slider bed and powered feeder, 34 inches elevation, 5 feet 6 inches long, powered feeder gap unit with speed change 4 feet 6 inches in length, infeed speed 60 FPM and discharge speed 120 FPM; belt will be 20 inches wide, with HP 460V 3 PH motor. 6. FIRST CLASS LINE: ITEM A: 138 ACC powered roller conveyor with 1 3/8 inch diameter X 18 gauge rollers on 1 inch centers, mounted in 4 inch deep 12 gauge frame; length will be 6 feet on 24 inch wide frame with elevation of 34 inches; 1 hp 460V 3PH motor; 120 FPM speed; and a bi-directional product divert device. ITEM B: 138 LRC 90 degree roller curve assembly with 1 3/8 inch X 18 gauge rollers on 1 5/8 inch centers, on 24 inch-wide frame, 34 inch elevation; slave to conveyer specified in Item A above, includes 48-inch long discharge tangent and package chute. 7. PRIORITY LINE: ITEM A: 138 LRSS 30 degree power roller conveyor with 1/38 inch diameter X 18 gauge rollers on 1 inch centers mounted in 4 inch deep X 12 gauge channel frame; length is 5 feet 9 inches on 24 inch wide frame; motor is 1HP, 460 3PH; and speed of 120 RPM. ITEM B: 138-LRC powered roller curve assembly with 1 3/8 inch diameter X 18 gauge rollers on 1 centers mounted in 4 inch deep X 12 gauge frame; frame is 24 inches wide; motor is 1HP, 460 3PH slaved to conveyor in Item A above; speed is 120 RPM. 8. PACKAGE TAKEAWAY CONVEYOR: Sliderbed, 12 feet 6 inches height from floor to mezzanine; frame is 24 inches wide; belt is 20 inches wide; motor is 1 HP,460 3P; speed is 65 FPM. 9. ELECTRICAL AND PROGRAMMING will be furnished by the contractor, in compliance with Underwriters Laboratory, and stamped by a registered professional engineer. 10. AUTOMATED CONTROLS INCLUDING DESIGN DRAWINGS AND SOFTWARE: One in-feed conveyor with valve belt to assure 4 inch gap between packages; One automated weigh scale conveyor (with capability for quick change out to backup scale); two holographic bar code readers (if one fails, system will continue automatic operation on remaining reader); one overhead type divert section; two shipping container fill conveyors; two shipping container fill stations; one static weigh scale; one hand held bar code scanner; non-sensored gravity in-feed and exit conveyors. Bar code readers will be used to establish mailing manifest and billing. 11. ADDITIONAL: A 150 pound per square foot mezzanine, 24' by 24'; Automated UPS audit software. 12. PRICING: Contractor's price must include a breakout for (a) system design; (b) software development; (c) control computers and manual stations; (d) conveyor network; (e) bar code scanners and overhead divert; (f) control panel and photo electrical control devices; (g) discharge chute and auto fill stations; (h)electrical installations; (i) mechanical installations; (j) shipping charges; (k) start up support; (l) operator training for three VA staff, one eight-hour session on site at VA, plus maintenance training for one VA staff,approximately three days; (m) cost of mezzanine; and (n) cost of UPS audit software. 13. WARRANTY & SUPPORT: System is warranted for one year from date of successful install; telephone support is available 24 hours a day, 7 days a week. 14. QUALIFICATIONS : The successful offeror will provide evidence of successful past experience with similar (preferably VA or other pharmacy mail-out company) systems and installations, and be able to commence the work immediately and complete a successful install within approximately eight weeks. 15.
