Description
The U. S. Robert Morris Acquisition Center at White Sands Missile Range, NM intends to solicit for non-personal services to provide personnel, management, operation, maintenance, engineering, analysis, intelligence, training and security support for the Ar my Test and Evaluation (ATEC) Threat Support Activity (ATSA). The majority of the support will be at Site Monitor and Briggs Air Field, Fort Bliss, TX with a satellite site at Fort Polk, LA. Temporary sites may be required throughout the United States an d in foreign countries. The proposed contract will be solicited under full and open competition and negotiated under best-value procedures. The contract will be a fixed price level of effort contract. A cost line item will be included for those costs that can not be forecasted; travel, equipment and materials. An award-term provision with a potential performance period of fifteen years will be included in the contract. In accordance with the Award Term Clause, a base period of three years will be awarded. Options for an addit ional 12 years will be included. Exercise of years 4 and 5 will require a performance rating of very good . All options after that point will require performance ratings of excellent . There will also be an award fee provision. Technical/management proposals will require an oral presentation. A site visit at the Threat Support Activity (ATSA), Fort Bliss, Texas is scheduled for 11 and 12 September 2001. 11 September is scheduled for touring the ATSA facility and 12 September is scheduled to give potential offerors an opportunity to spend time with Government technical functional leaders on a one-to-one basis. This will provide an opportunity to gain knowledge and understanding of the requirement.
