Description

The 311 HSW/PKOM and the Air Force Institute for Environment, Safety and Occupational Health Risk Analysis (AFIERA) are contemplating a sole source follow-on purchase order award to Environmental Quality Management, Inc. (EQM) for continued research; Phase I of which is being conducted under Contract F41624-95-D-90190008 for the study entitled "PT6A-68 Aircraft Engine Emissions Sampling". The first phase of the project involves source testing one PT6A-68 engine. NOx, CO, oxygen, CO2, and TNMHC will be tested at four power settings. At three of these power settings PM10, particle sizing and shaping, and HAPs will be measured. The proposed follow-on requirement, Phase II, will allow EQM to consecutively and consistently test a second aircraft engine for the same pollutants as tested in the first phase of the study, and bring the study to a logical, consistent and reliable conclusion. The proposed contract action is for services for which the government intends to solicit and negotiate with only one responsible source, under the authority of FAR Parts 6.302 and 13.106-1(b). This notice of intent is not a request for competitive proposals. If no statements of interest and capability are received from interested and responsible parties within fifteen (15) days from the publication of this synopsis, the contracting officer will proceed with an award to EQM. The anticipated award date is 17 Sep 01. The period of performance is through 30 Jun 02.
