- This is a synopsis for commercial items. The Securities and Exchange Commission (SEC) intends to award a contract modification on a sole-source basis to NASD Regulation, Inc. (NASDR) for Investment Adviser Regulation Depository (IARD) commercial Contract No. SECHQ1-00-C-0326. The SEC requires the licensed IARD system to include enhancements. Specific tasks will involve the following: IARD data feed; Clear Button for Item 5.H of Form ADV; changes to Schedule A to match the text of Form ADV; changes to on-line version of Form ADV instructions to reflect adoption of Part 2; unlinking names and CRD numbers; screen tips for defined terms; additional information for OCIE data download report; link to most-recently-filed Form ADV; adding item numbers to the Form ADV side navigation panel; item-specific FAQs; report of new adviser applications, amendments and withdrawals; revision to IARD accounting system; revise IARD to display typed signature; revise Item 7.B of on-line Form ADV; hyperlink to disciplinary history; revise IARD to allow for individual search; revise Item 6.A of the on-line Form ADV; assure Form modifications to the IARD and related classes of changes. The IARD is modeled on NASDR's Web Central Registration Depository (CRD), which broker-dealers use to make filings with the SEC, state securities authorities and NASDR. The CRD system is proprietary to NASDR and is independently maintained by NASDR for its own self-regulatory purposes; therefore, integration between the CRD and IARD systems cannot be achieved unless NASDR operates the IARD. NASDR is the only responsible source able to meet the above requirements, and no other supplies or services will satisfy the SEC's requirements. Accordingly, the SEC intends to award a sole source modification to NASDR for enhancements to IARD Contract No. SECHQ1-00-C-0326. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received by 09/06/01 will be considered by the Government. A determination by the Government not to compete with this proposed contract action based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
