Description
This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued. This notice is being issued as a Request for Offer (RFO)for the following Nicolet products or equal: Item 1. 1 ea. Almega Dispersive Raman Spectrometer, including 1 day training on site and 1 year warranty, in English lang.(Nicolet P/N 699-067100-English Lang.)-Nicolet Model No. 912A0458. The salient characteristics for an equal Dispersive Raman Spectrometer are as follows: Raman Spectrometer will include a Confocal Raman Microscope with size selectable apertures, 10X Objectives, Darkfield,Brightfield illumination,and a Manual Microscope Stage. Raman spectrometer will also include a full sized Macro Sampling Spectrometer, 180 degree refractive backscatter sampling geometry with automated XYZ sample movement, to include 1 year warranty and installation, 1 day on-site training, in English language; Item 2. 1 ea. Tilting Tri-Noc Viewer, Nicolet Model No. 840-079900. The salient characteristics for an equal Microscope Viewer are as follows: Adjustable, Tilting Eyepieces, allows both visual inspection and video camera observation of the sample and includes phototube adapter; Item 3. 1 ea. Dual Raman Lasers with 785 NM XHP near infrared laser and 532 NM Green Laser, Nicolet Model No. 840-078800. The salient characteristics for equal Raman Lasers are as follows: Dual Lasers with laser selection hardware, 785 nm Near Infrared Laser, 532 nm Green Laser, high and low resolution gratings optimized for 785 nm, high and low resolution gratings optimized for 532 nm laser, Holographic Rayleigh Rejection filters for each laser; Item 4. 1 ea. 50X Objective Lens, Nicolet Model No. 222-188400. The salient characteristics for an equal Objective lens is 50X microscopy objective; Item 5. 1 ea. Raman Software to include Nicolet P/N 834 026500 Omnic help and tutorials CD for Almega, Nicolet Model No. 833-009200. The salient characteristics for equal Raman software are as follows: Data Collection, Data Manipulation, Search Libraries for qualitative analysis, On-line help and tutorials, file conversion utilities, full spectrometer control of both microscope as well as macro sample compartment and automation of laser selection and associated optics; Item 6. 1 ea. Color Video Microscopy Kit, Nicolet Model No. 840-085600. The salient characteristics for an equal color video microscopy kit are as follows: hardware shall enable image capture as well as high resolution viewing on computer monitor to include all hardware and cables for video microscopy; Item 7. 1 ea. Microview Dispersive Raman Software, Nicolet Model No. 834-026800. The salient characteristics for equal software are as follows: Software shall allow the capture and viewing of images, to include interactive microscope stage control; Item 8. 1 ea. Atlus Video Microscopy software, Nicolet Model No. 834-026700. The salient characteristics for equal video microscopy software are as follows: software shall allow automated mapping of sample, shall be able to specify map type: line, area, depth profiles, discrete points and sample size calibration; Item 9. 1 ea. Motorized Microscope Stage, Nicolet Model No. 840-080800. The salient characteristics for an equal motorized microscope stage are as follows: be software controllable, have XY stage, have z control (focus), have joystick control with auto focus; Item 10. 1 ea. Sample Holder Accessory Kit, Nicolet Model No. 840-043300. The salient characteristics for an equal sample holder accessory kit are as follows: have a sample tube holder, powder compression press, holder for compressed powders, solids holder, film holder and a capillary tube holder; Item 11. 2 day Almega on site training, Nicolet Model No. 701-071800. The salient characteristics for equal training include 2 additional days of on site training for Line Item 1; Item 12. 1 ea. Workstation, Nicolet Model No. 912A0472. The salient characteristics for an equal workstation are as follows: Windows 98, 1 GHz processor minimum, 128MB RAM minimum, 30 Gbyte hard drive minimum and contain all necessary computer hardware for spectrometer control and data acquisition; Item 13. 1 ea. Monitor for Item 12, Nicolet Number 840056700. The salient characteristics for an equal monitor are that it be a 21 inch color monitor compatible with the workstation with 1600 x 1200 maximum resolution and .22 mm horizontal dot pitch; Item 14. 1 ea. Printer, Nicolet Number 840071100. The salient characteristics for an equal printer are that the printer be a high speed ( greater than 10 pages per minute) color printer compatible with Items 12 and 13; Item 15. 1 ea. 100X long working distance objective lens, Nicolet Model No. 222-1888700. Salient charachteristics for an equal 100X objective lens are a 100X long working distance objective lens for the Raman microscope; Item 16. 1 ea. Almega fiber launcher configuration, FC connectors (standard), Nicolet Model No. 840-080100; Item 17. 1 ea. Fiber optic probe for 785 NM laser line, 5 M, low OH Silica Fiber, Holographic Rejection Filter incorporated in tip, Nicolet Model No.840-080200. The salient characteristics for equal fiber launcher and fiber probe (items 16 and 17) are as follows: Fiber Optic Sampling System for obtaining spectra outside of the Raman macro sampling chamber and the microscope. The Fiber Optic system shall contain all connections and configuration necessary for interface to the Raman System. The System shall also contain a fiber optic probe configured for the 785 nm laser line, 5 meters of low OH silica fiber, and laser line rejection filter; Item 18. 1 ea. Wotton FT-Raman electrochemical cell with gold electrode, Nicolet Model No. 869-074700. The salient characteristics for an equal Raman cell are thatthe electrochemical cell shall have a gold electrode to enable in situ Raman measurements of electrochemical systems; Item 19. 1 ea. Wotton standard Calomel Electrode, Nicolet Model No. 869-077900. The salient characteristic for an equal electrode is that it be a standard Calomel cell to fit into the above (Item 18) electrochemical cell; Item 20. 40 ea. NMR Sampling Tubes, Nicolet No. 699-048000(4 boxes of 10). The salient characteristics for equal sampling tubes are that the sampling tubes be for holding powders and liquids for Raman measurements. Length and diameter shall be equivalent to standard NMR sampling tubes. The provisions and clauses in the RFO are those in effect through FAC 97-27. The NAICS Code and the small business size standard for this procurement are 334516 and 500 employees respectively. The offeror shall state in their offer their size status for this procurement. All qualified responsible business sources may submit an offer which shall be considered by the agency. Delivery to GRC is required within 60 days ARO. Delivery shall be FOB Destination. The DPAS rating for this procurement is DO-C9. Offers for the items(s) described above are due by 4:30 pm, local time,September 7,2001 to Glenn Research Center, Plum Brook Station, ATTN: Jon C. FAR 52.212-4 is applicable. Unless otherwise stated in the solicitation, for selection purposes, technical, price, and past performance are essentially equal in importance. It is critical that offerors provide adequate detail to allow evaluation of their offer. (SEE FAR 52.212-1(b)). Offerors must include completed copies of the provision at 52.212-3, Offeror Representations and Certifications -- Commercial Items with their offer.
