- Description
- This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/DFRC intends to purchase, 1 each, Data/Video Encoder and Decoder from Enerdyne Technologies, Inc. The space based telemetry and range safety (STARS) program requires a flight-qualified system for the compressed Video and Data during communications experiments. The Enerdyne system meets the STARS requirements for the transmission of Video and Data. The proprietary nature of these systems requires the use of an Enerdyne Decoder to ensure compatibility with the existing system. In accordance with FAR Part 6.302-1, NASA deems the Data/ Video Encoders and Decoders to be available only through the original source, Enerdyne Technologies, Inc. This purchase is considered to be a follow-on contract for the continued development of highly specialized equipment. To purchase through another vendor would result in substantial duplication of cost that would not be recovered through competition. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on August 31, 2001. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer, which shall be considered by the agency. An Ombudsman has been appointed.
