NOTICE OF INTENT TO SOLE SOURCE -- The National Institute for Occupational Safety and Health (NIOSH) facil ity in Morgantown, WV has a requirement to purchase ONE EACH of a hand-held, battery-powered instrument based on surface acoustic wave (SAW) sensor array technology for on-site simultaneous measurement of a mixture of chemical gases and vapors. The total package must include an additional array of uncoated SAW sensors ready for polymer coating in our laboratory for intended operation environment. System Requirements include: 1) Hand-held unit f or on-site operation -- weight (including the battery) not exceeding 1.5 pound, physical dimensions not exceeding 20 cm x 10 cm x 6 cm; 2) Battery-powered unit -- the battery must be the rechargeable type, each charge should l ast at least 4 hours of continuous operation; 3) Surface acoustic wave (SAW) sensor units coated with appropriat e polymers sensitive to volatile and semi-volatile compounds; 4) An array of at least four SAW sensors with orth ogonal chemical vapor responses; 5) An extra array with at least 4 uncoated SAW sensors included for custom-desi gned polymer coatings to be done in our laboratory; 6) Algorithm combined with training to allow simultaneous de termination of mixture of chemical vapors; 7) Short warm-up time, not exceeding 5 minutes, from turning on power for on-site measurements; 8) Fast sensor response time, not exceeding 1 second, for continuous on-site measurem ents; 9) Each measurement cycle, i.e. the sum of sensor response time, recovery time, and array data analysis, n ot exceeding 30 seconds; 10) The shelf life of sensor must exceed 50 months; 11) Menu-driven instrument interfa ce for easy operation; 12) Function selection by simple keypad -- 4 arrow keys and enter key, in additional to th e power on/off key; 13) Internal memory included to store not less than 200 vapor patterns; 14) Data logging ca pacity for at least 100 measurements; 15) Data output to external computers for enhanced pattern analysis, train ing, and report generation. The data output connection must be standard RS232 serial, at least 2400 baud; 16) Ba cklit LCD visual display included for operation in poorly illuminated area; 17) Audible alarm included in the in strument; 18) Internal sampling system -- gas pumps, valves and thermally desorbed concentrators -- included in t he system; 19) Must operate properly in hot and humid environments -- ambient temperature spanning 5 to 40 C, rel ative humidity spanning up to 95% without condensation; and 20) The enclosure of the instrument must be made of impact-resistant material to protect the system during shipping and on-site operation. The government intends to negotiate on a non-competitive basis with Microsensor Systems, Orlando, FL for their Vapor Lab hand-held SAW inst rument. This is the only known portable SAW sensor array instrument currently available with the small size, suff icient sensitivity, and suitable operational characteristics. Organizations who believe they can provide a simi lar product may fully explain their capabilities and qualifications in writing within 10 days from the date of t his announcement.
