Description

The General Services Administration Region 4 is providing a notice of intent to procure architectural design services using Other than Full and Open Competition to the firm of Chrisman -- Miller -- Woodford (CMW), Lexington, KY for a renovation & alteration project of the existing London Courthouse Federal Building & Courthouse located in London, Kentucky. CMW was originally selected under Brooks Act quality based selection procedures to perform similar design services for the new London Courthouse Annex under contract GS-04P-95-EXC-0027. Design services to be provided under this new contract include interior space alterations, exterior wall renovation, including restoration and replacement (performed within the confines of the historical preservation requirements), HVAC upgrades, life safety and elevator upgrades, and hazardous material abatement. The firm of CMW is familiar with the existing London Courthouse having provided architectural design for a compatible Annex building and the mechanical tie-in of that new building to the existing Courthouse under the above contract. CMW possesses intricate knowledge of the existing London Courthouse's architectural, structural, mechanical, electrical and plumbing building components and therefore is the best qualified and most knowledgeable firm available to perform this new work.The expedited performance expected through their unique project knowledge and extensive documentation of current conditions would result in less risk and cost to the Federal Government. The requirement to procure these additional services under full and open competition would result in an intangible risk to the Government because of the coordination and liability to incorporate the CMW original design (mechanical tie-in and sitework) components to the new design work. Therefore, this procurement is planned as Other than Full and Open competition basis on the grounds that CMW is the only practical firm that can provide these design services. The total estimated range of this action is approximately $90,000-$150,000.Firms who believe that they must question the government's intent to award this project under Other than Full and Open Competition or in obtaining additional information regarding the above procurement should provide their written comments to Noel E.
