Description

The General Services Administration Region 4 is providing a notice of intent to procure Construction services using Other than Full and Open Competition to the firm of Frank Messer and Sons of Cincinnati Ohio for a renovation & alteration project of the existing London Courthouse Federal Building & Courthouse located in London, Kentucky. Frank Messer and Sons was originally selected under Source Selection procedures to perform similar construction services for the new London Courthouse Annex under contract GS-04P-00-EXC-0001. Construction services to be provided under this new contract include interior space alterations, exterior wall renovation, including restoration and replacement (performed within the confines of the historical preservation requirements), HVAC upgrades, life safety and elevator upgrades, and hazardous material abatement. The firm of Frank Messer and Sons is familiar with the existing London Courthouse having provided the mechanical tie-in of that new building to the existing Courthouse under the above contract. Frank Messer and Sons possesses intricate knowledge of the existing London Courthouse's architectural, structural, mechanical, electrical and plumbing building components and therefore is the best qualified and most knowledgeable firm available to perform this new work. The expedited performance expected through their unique project knowledge and extensive documentation of current conditions would result in less risk and cost to the Federal Government. The requirement to procure these additional services under full and open competition would result in a high cost risk to get to a level of knowledge that the present Construction contractor already has due to the experience he has already gained from working on systems that have tied the two facilities together. Therefore, this procurement is planned as Other than Full and Open competition basis on the grounds that Frank Messer and Sons is the only practical firm that can provide these construction services that will save the Taxpayer a considerable amount of money. The total estimated range of this action is approximately One to Two Million dollars.
