- Description
- This is a combined synopsis / solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are requested and a written solicitation will not be issued. This is solicited as a request for quotations (RFQ), No. R6-01-029. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-27. This solicitation contains one (1) item: HUMAN RESOURCES SERVICES. SCOPE OF CONTRACT A -- The purpose of this project is to secure services for classification and staffing actions for the Pacific Northwest Research Station and the Pacific Northwest Region (R-6) of the Forest Service. These are General Schedule scientist and non-scientist positions. B Classification of positions: Will determine title, series, grade consistent with the criteria and guidance issued by the Office of Personnel Management (OPM), United States Department of Agriculture (USDA), and the Forest Service (FS). Contract classifier may be required to participate in implementation of new OPM position classification standards and grade evaluation guides. C Staffing Actions: Contractor shall review the position description to ensure it accurately describes the duties and responsibilities of the position. Identifies the knowledge, skills and abilities that will provide the basis for candidate evaluation and prepare Merit Promotion vacancy announcements and assist with Demonstration Project recruitment notices. Will evaluate qualifications and document basis for placement of applicants in the Eligible or Quality group. Will prepare certificate of candidates and / or list of eligibles. D Qualification and Analysis: Contractor will evaluate the experience of job applicants using the OPM Qualification Standards Handbook, apply educational criteria from those standards to determine minimum qualifications, and apply the legal and regulatory requirements for eligibility determinations. Will work directly with the staffing assistants on how to make basic qualification decisions and evaluate candidate knowledge, skills, and abilities. Contractor shall produce certificates and / or lists of eligibles for vacancy announcements / recruitment notices. E The Contractor shall furnish all labor, equipment, supervision, transportation, operating supplies, and incidentals necessary to accomplish the work, except those items listed as Government-furnished. LOCATION: Services shall be performed either off-site or at a Forest Service office located in Oregon, Washington, or Alaska. If travel is required and authorized, the Government will reimburse the Contractor pursuant to the Federal Travel Regulations. ADDITIONAL REQUIREMENTS: A -- The Contractor will develop draft and final position descriptions. B -- The Contractor will develop vacancy announcements, receive and review applications for legally required information, determine minimum qualifications, rate applicants, and produce certificates and / or lists of eligibles for recruitment efforts of the Merit Promotion Plan. C -- The Contractor will help develop recruitment notice, determine qualifications, and produce candidate referral lists for recruitment efforts under the Demonstration Project. D -- The Contractor will determine minimum qualifications and produce certificates and / or lists of eligibles for vacancy announcements / recruitment notices. GOVERNMENT FURNISHED MATERIALS: The Government will furnish copies of the classification standards, qualification standards, merit promotion plan and any other Government regulations relative to the work to be accomplished. PERIOD OF CONTRACT: The contract period will be from date of award until December 31, 2003. This is an Indefinite Quantity / Indefinite Delivery contract with a Minimum Guarantee of $500.00 and a Maximum of $100,000. FAR 52-216-22. The Government anticipates a multiple award of approximately 3 awards, subject to offers received. FAR 52-216-27. This procurement is 100% set aside for small businesses. Wage Determination 94-2441, Revision 17 applies to this procurement. SCHEDULE OF ITEMS: 1-Position Classifications $____________/ea 2-Qualification Analysis $___________/ea 3-Complete Staffing Packages $______________/ea (Position Classifications and Qualification Analysis paid separately) Payment will be made upon satisfactory completion of each task order. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: (1) PAST PERFORMANCE -- including (a) quality of service and customer satisfaction (incl. problems encountered and resolutions), (b) timeliness (2) ORGANIZATION Experience of Staff. (3) PRICE. Price is of lesser importance than past performance and organization; however, the importance of price may become greater as the difference between the past performance evaluation decreases. Where past performance is determined to be substantially equal, price may control award. In addition to providing price, the offeror shall provide a list of major contracts completed in the past three years relevant to this request and respond to the evaluation factors contained herein. The following clauses are incorporated by reference into this solicitation: FAR 52.212-1, 52.212-2, 52.212-3, 52.212-4, 52.212 5, 52.219-6 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.222-41. 52.212-3 Offeror Representations and Certifications -- Commercial Items (May 2001) (a) Definitions. As used in this provision: "Emerging small business" means a small business concern whose size is no greater than 50 percent of the numerical size standard for the NAICS code designated. "Forced or indentured child labor" means all work or service -- (1) Exacted from any person under the age of 18 under the menace of any penalty for its nonperformance and for which the worker does not offer himself voluntarily; or (2) Performed by any person under the age of 18 pursuant to a contract the enforcement of which can be accomplished by process or penalties. "Service-disabled veteran-owned small business concern" -- (1) Means a small business concern -- (i) Not less than 51 percent of which is owned by one or more service-disabled veterans or, in the case of any publicly owned business, not less than 51 percent of the stock of which is owned by one or more service-disabled veterans; and (ii) The management and daily business operations of which are controlled by one or more service-disabled veterans or, in the case of a veteran with permanent and severe disability, the spouse or permanent caregiver of such veteran. (2) Service-disabled veteran means a veteran, as defined in 38 U.S.C. 101(2), with a disability that is service-connected, as defined in 38 U.S.C. 101(16). "Small business concern" means a concern, including its affiliates, that is independently owned and operated, not dominant in the field of operation in which it is bidding on Government contracts, and qualified as a small business under the criteria in 13 CFR part 121 and size standards in this solicitation. "Veteran-owned small business concern" means a small business concern -- (1) Not less than 51 percent of which is owned by one or more veterans (as defined at 38 U.S.C. 101(2)) or, in the case of any publicly owned business, not less than 51 percent of the stock of which is owned by one or more veterans; and (2) The management and daily business operations of which are controlled by one or more veterans. "Women-owned business concern" means a concern which is at least 51 percent owned by one or more women; or in the case of any publicly owned business, at least 51 percent of its stock is owned by one or more women; and whose management and daily business operations are controlled by one or more women.
