Description

The U.S. Department of Commerce, National Severe Storms Laboratory (NSSL) proposes to negotiate on a sole source basis contract under the authority of 41 U.S.C. 253(c)(1) with Warning Decision Technologies, Inc. (WDT) of Norman, OK for the implementation of a web-based display system, On-Alert Technology, that provides climatological services. This implementation will include the license and follow-on enhancements. WDT has the exclusive license for On-Alert Technology from the University of Oklahoma and the Oklahoma Climate Survey (OCS). WDT also has a research contract with OCS to have them help customize the On-Alert technology for use by customers of WDT. This procurement is being conducted per FAR Part 13, Simplified Acquisition Procedures. This synopsis is issued for information only. No competitive solicitation is planned. Information submitted in response to this notice will be used solely to determine whether or not use of competitive procedures to fulfill this requirement would be in the Government's best interest and must address qualifications pertinent to this requirement.
