Description

The Defense Supply Center Philadelphia, Directorate of Clothing & Textiles, 700 Robbins Ave., Philadelphia, PA 19111, intends to award a sole source contract to Bluecher USA, Inc., 2300 M Street NW, Ste. 800, Washington, DC 20037 for the supply, rotation/maintenance/storage of stock of approximately 138,999 kilos of Activated Carbon Spheres. Spheres must be sieved and ready for production of Cloth, Laminated Polyester, Tricot Knit, Activated Carbon Sphere, MIL-C-29462. Activated Carbon Spheres as described in MIL-C-29462 shall be used for the production of end item Chemical Protective Coats/Trousers -- Joint Service Lightweight Integrated Suit Technology (JSLIST) and must successfully pass end item chemical challenge testing as specified in PD 97-04 dated 14 April 1998. As such, only Bluecher USA, Inc. can provide said item. This will be a firm-fixed price contract. This contract will be issued under the statutory authority of 10 U.S.C. 2304(c)(1), as implemented by FAR Part 6.302-1, only one responsible source and no other supplies or services will satisfy agency needs. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and submit technical information and a technical capacity statement in response to this notice. Responses shall be considered by the Defense Supply Center Philadelphia, Directorate of Clothing & Textiles. Responses without a return address, mailing address, and company telephone number will not be recognized. Proprietary data in the responses will be protected where so designated. NOTE: Contractors must be registered in the Central Contractor Registration (CCR) database to be eligible for contract award or payment from any DoD activity. Information on registration and annual confirmation requirements may be obtained by calling 1-888-227-2423 or by assessing the CCR web site at http://ccr.edi.disa.mil. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. If there are any other businesses that can provide the specified items, they must respond to this notice before 1500 hrs (local time) on 27 September 2001. If no responses are received by the above date, a sole source contract with Bluecher USA, Inc. will be pursued.
