Description
The U.S. Department of Commerce/Critical Infrastructure Assurance Office intends to negotiate with CXO Media on a sole source basis in accordance with the authority of 41 U. S. C. 253 (c)(1) only one responsible source. It is anticipated t hat this requirement will be awarded for a base period of 12-months with one 12-month option period. The Critical Infrastructure Assurance Office, under Presidential Decision Directive 63 (PDD-63), has the responsibility for coordinating a national awareness and outreach program on critical infrastructure protection, particularly information secur ity, to the private sector. To support this mission, the office works with private industry channels of communication and i nfluence to reach strategic audiences within industry who can make policy, strategy and investment decisions within their ow n companies and industries to support the objectives of PDD-63. Fulfilling the mission of the CIAO requires access to key au diences, specifically Chief Information Officers (CIOs) and Chief Executive Officers. The CIAO has co-sponsored events such as the Internet Security Forums (a concept owned and developed by CXO Media, Inc.) ove r the last year to reach out to CIOs and CEOs. The CIAO has a responsibility to inform the public about developments in national infrastructure and the nations' responsibi lity for its protection and assurance. As such, CIAO plans to hold industry conferences and other awareness and education events in order to meet its responsibilities under this mandate. This requirement is to provide for the continuation of previously provided outreach services in connection with the focused education of corporate information officers (CIOs) on addressing critical infrastructure and information security. The serv ices required are to plan and manage the implementation of a forum to build education and awareness on infrastructure securi ty, specifically information security to include: Develop and implement a policy forum, recognized and credible to the CIO and CEO communities, to build education and awarene ss on information security. Develop flow and content of the forum that will attract and sustain the attention and educational interest of the intended a udiences; within the content provide direction to tools and resources that are usable by the intended audience to take actio n within their own institutions following the forum. Recruit credible speakers and moderators, working with speakers on topics and delivery for potential activities The results of these efforts are intended to encourage further incorporation of information system security as part of the p rudent risk management and business best practices. To maintain an effective means of disseminating the information, the pr ogram requires assistance from an entity acknowledged by the chief information officer community as having expertise and the authority to provide guidance. It further requires assistance from an entity with the capacity to promptly identify and co mpile information regarding existing and applicable best practices and standards for the target community. The crucial respo nsiveness to the specialized needs of the chief information officer community through conferences and seminars, produces lea ding-edge educational products, provides guidelines and information on the available products, procedures, management practi ces, benchmarking and conducts research projects in furtherance of the professional performance of chief information officer s. Offeror's who believe they can meet this requirement are required to submit in writing an affirmative response demonstrating a comprehensive understanding of the business practices and knowledge of effective communication and education to CIOs, and access to existing, credible channels of delivery to CIOs. All written responses must include a written narrative statemen t of capability, including detailed technical information demonstrating their ability to meet the above requirements. The r esponse must be sufficient to permit agency analysis to establish a bonafide capability to meet the requirements. Failure t o submit such documentation will result in the Government proceeding as stated above. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Governmen t.
