- The Social Security Administration (SSA) intends to purchase the proprietary Aldon software products and services listed herein. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. THIS IS THE ONLY ANNOUNCEMENT. A WRITTEN REQUEST FOR QUOTATION WILL NOT BE ISSUED. This procurement is being conducted as a simplified acquisition in accordance with FAR Part 13. The NAICS is 334661 and the SIC is 7372 for this requirement. The small business size standard is $18 million. This Request for Quotation, SSA-RFQ-01-0435 and the incorporated provisions and clauses are those in effect through the latest Federal Acquisition Circular. BACKGROUND: The purpose of this prospective order is to purchase the Aldon Change Management System (CMS) and Receiver software products to include support services. These products will be used to provide configuration management support for the Modernized Integrated Disability Adjudication System (MIDAS). The change management tool will control and coordinate all modifications applied to the MIDAS software. The use of the CMS/Model Object Management (MOM) products will be integrated into the MIDAS software development life cycle process. MIDAS is used in the Alaska, California and Delaware State Disability Determination(DDS) Offices to process the SSA disability determination workload. It is critical that this tool be procured to insure the integrity of the MIDAS software. SSA conducted an evaluation of several configuration management software products for the AS/400 and the Aldon products were deemed to possess the necessary capabilities required by the agency. The contractor is expected to perform at SSA Central Office located in Baltimore, Maryland during the week of September 24, 2001 through September 28,2001. The contractor shall install the product for training purposes and instruct seven (7) SSA employees in the use of the tool. The contractor shall also provide support for SSA employees as they install the product on the production AS/400 machines. The contractor shall have a remote terminal connection from SSA?s Operations Building to the AS/400 that is located in the National Computer Center. REQUIREMENTS: The agency intends to purchase one (1)Aldon MOM software and fifteen (15) copies of the Aldon Receiver Modules (all current versions); plus Annual Maintenance Subscription Service for both products. Include all applicable support services and travel expenses. DELIVERY: To the Social Security Administration, Receiving Clerk, 6401 Security Boulevard, Baltimore, Maryland 21235 by September September 24, 2001. ADDITIONAL INFORMATION: 1) A partial quote will not be accepted; 2) provide a copy of commercial price list; 3) provide applicable licenses; 4) product must be capable with the AS/400 OS 4.5 and OS 5+; and 5) the software will reside on various AS/400 machines located at SSA and DDS sites. Request for Quotation (RFQ) INSTRUCTIONS: The following provisions at FAR Subpart 52.212-1 Instructions to Offerors?Commercial, (tailored) apply to this acquisition: (a),(b)1 through (b)9,(b)11,(c),(f),and (g). There are no addenda to these provisions. The provisions at FAR Subpart 52.212-2 Evaluation?Commercial Items apply to this acquisition. The Government will award to the responsible offeror whose offer meets the requirements in this RFQ at the lowest cost to the Government. A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Offerors must include a copy of the provision at FAR Part 52.212-3, Offeror Representations and Certifications?Commercial Items, with their offer. The representation and certifications can be found at website -- www.ssa.gov/oag/oag2.htm. The provisions at FAR Subpart 52.212-4, Contract Terms and Conditions?Commercial Items, apply to this acquisition. There are no addenda to these provisions. The following provision at FAR Subpart 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders?Commercial Items (tailored), apply to this acquisition: (a)(1), (a)(2), (b)(1),(b)(11) through (b)(15, and (b)(23). The proposed software product must meet Section 508 compliance -- Section 1194.21 (Software Applications and Operating Systems). Note- the electronic and information technology must be compatible with JAWS for NT2000 screen reading software. The Security Suitability Level is 1C Low Risk for this requirement.
